HUNTER STATEMENT ON SILBERMAN-ROBB COMMISSION REPORT ON WMD INTELLIGENCE
Based on my preliminary review, I believe the Silberman-Robb Commission Report properly identifies the need to significantly improve how we collect and analyze intelligence, as well as introduce more competition and opportunity for dissent when making critical intelligence assessments.
One of the most important aspects of the report was its emphasis on the need to develop and utilize greater human intelligence. An over-emphasis on technological means in recent years has hurt human intelligence to the detriment of our national security. The war on terrorism requires a new emphasis on human intelligence, as do our efforts to halt weapons proliferation.
As the Executive branch considers the recommendations of this report, while also implementing last year's intelligence reform legislation, the House Armed Services Committee will continue to monitor these efforts to ensure that crucial improvements are made without compromising critical intelligence support for our men and women in uniform.
I look forward to working with the President and my colleagues in Congress as these efforts continue in the months ahead.
