AFTERNOON SESSION, SEPTEMBER 18, 1997

Witnesses: Roger Tamraz, Jack Carter, Kyle Simpson (continuation of Morning Session)


  • Sen. Tom Harkin met Tamraz at the Democratic Party Convention and requested his help and asked that it be directed to the Iowa State Democratic Party, to which Tamraz subsequently contributed

  • Tamraz made several other contributions to State Democratic Party organizations at the suggestion of DNC Chairman Don Fowler

  • Carter testified that former NSC staff member Sheila Heslin testified truthfully before the Committee the prior day, but that he does not recall using the specific words Heslin remembers

Witness: Jerry Campane


  • FBI Agent Jerry Campane, detailed to the Committeeas an investigator, testified that the DNC and the White House used coffees and overnight stays at the White House as fundraising tools

  • DNC and White House officials referred to coffees and overnight stays at the White House as "fundraisers"

  • President Clinton himself promoted the idea of involving large donors in overnight White House visits and coffees as fundraising tools

  • Coffees were used to raise money from big DNC donors, although not necessarily at them

  • Documents the President saw called the coffees "political/fundraising coffees"

  • 90 percent of all White House coffee guests contributed to the DNC, and 40 percent of guests contributed within one month of the coffee

  • On average, coffee guests contributed $50,000 per person to the DNC

  • 178 persons, not identified as friends of the First Family or dignitaries, stayed in the White House and contributed about $5,000,000, or on average $44,000 per family, to the DNC
