A 1995 BBC Horizon documentary. High above our heads, beyond the clouds and weather, lies a mysterious world. This is the ionosphere, a layer where our atmosphere meets outer space. It is a volitile and unpredictable place but, ever since its discovery, men have sought to manipulate and use it for military purposes. Recently the most sophisticated attempt yet to control it has been made in the frozen wastes of Alaska. The US military has built a $58m machine to beam energy directly into the ionosphere. Called HAARP (High Altitude Auroral Research Project), it is the culmination of years of research.

MSTI (Miniature Sensor Technology Integration)
MSTI (Miniature Sensor Technology Integration) is a small Air Force satellite program run out of the Phillips Laboratory - Space Experiments Division at Edwards AFB, CA. Two satellites have been launched, with a third nearing completion for an early 1996 launch. Previously funded by the Ballistic Missile Defense Organization (BMDO), the MSTI program is now under the direction of USAF. The basic mission is demonstrating miniaturized sensor technologies and background data collection.

The Scorpius concept for a dramatically lower cost launch system was originally developed over a 12 year period by Edward Keith, currently the Microcosm principal launch system engineer. The current activity was initiated with a Phase I Small Business Innovative Research (SBIR) system study, which began in March, 1993. The SBIR topic came from the Ballistic Missile Defense Organization, but was subsequently transferred to Phillips Laboratory for program oversight.

Environmental Research Institute of Michigan (ERIM)
The Infrared Information Analysis Center (IRIA) at ERIM was established in 1954 at the Willow Run Laboratories to facilitate the exchange of information within the Department of Defense (DoD) infrared community. The center is now a DoD Information Analysis Center (IAC). The 1994 meeting of the IRIS Specialty Group on Targets, Backgrounds, and Discrimination was held at the Naval Postgraduate School in Monterey, California, on 1-3 February 1994. Papers on targets were organized into separate exoatmospheric and endoatmospheric target sessions, while papers on discrimination were organized into two sessions: discrimination against artificial clutter and penaids, and discrimination of targets from natural clutter. Finally, because of the growing community interest in Theater Missile Defense (TMD), a special contributed paper session and a workshop were conducted.

BMDO has funded a unique spacecraft called Skipper, due for launch on a Russian Molniya-class rocket this spring. Built jointly by Utah State University and Moscow Aviation Institute, Skipper has been recently declassified.

The goal of the effort was to have a User Operational Evaluation System (UOES) in the hands of troops within the next few years. As a result, the organization was interested in any data available addressing early deployment issues and characteristics.

The initial project provided analysis on software and satellite systems.
  • Concurrent Engineering for Producibility and Manufacturing (P&M) in SDIO This project has examined the range of materials and techniques which can be used to design-in producibility and ultimately, to manufacture Strategic Defense Initiative (SDI) programs.
  • SDIO Optics MODIL The focus of this project was to develop optics technology and manufacturing strategies for use by the SDIO which are more proficient than existing processes, less expensive, and quicker to produce.
