Ribbon-Cutting for the Joint Ballistic Missile Defense System Training and Education Center

08-NEWS-0077
September 16, 2008

Lieutenant General Henry “Trey” Obering, Missile Defense Agency director, announced today that the Joint Ballistic Missile Defense System Training and Education Centers' (JBTEC) new facility in Colorado Springs, Colorado is completed and open for training. The JBTEC mission is to provide a Warfighter Support Center conducting Ballistic Missile Defense System (BMDS) training and education for national leaders, services, Combatant Commands (COCOMs), the MDA community and selected foreign nationals.

The JBTEC began as the BMDS Training and Education Plan in October of 2003 and provided guidelines for a BMDS Training and Education Center. As the BMDS has developed and matured operationally so have the training requirements. Training that began with two courses has grown to over ten courses with international classrooms and students.

A significant percentage of JBTEC training audiences are consistently comprised of warfighters representing different COCOMs, services and the MDA. Currently the JBTEC provides the “U.S. Strategic Command C2 Elective” for the Joint Forces Staff College and provides two U.S. Northern Command sponsored computerbased training courses through the Joint Knowledge Data Distribution Center. The BMDS Staff Course and MDA Executive Seminar are currently joint certified through Joint Forces Command and steps are being taken toward joint certification for other courses.

In 2007, the JBTEC delivered 87 courses to 1,661 students and provided instruction to 160 allies representing Japan, Canada, the Czech Republic, the Netherlands, NATO Joint Project Optic Windmill, India, Denmark, Poland, the United Kingdom, Ukraine, Germany and Australia. In 2008, JBTEC has delivered 77 courses to 743 students with a total of 130 courses scheduled by years’ end featuring a Command, Control, Battle Management and Communications Situational Awareness Course, Planner Course. and Sensor Manager Course.

Training and education conducted by the JBTEC incorporates all ballistic missile defense system elements and supports individual operator training at the element and system level in an operationally-realistic environment. This includes new equipment deployment and software upgrades. Utilizing the new facility at Atrium II in Colorado Springs, Colo., in conjunction with Mobile Training Teams, and Embedded Instructors stationed at U.S. Pacific Command and U.S. Strategic Command, the JBTEC is ready and able to reach out to all audiences requiring training or education.
