ORBITAL SELECTED FOR $13 MILLION TECHNICAL SERVICES CONTRACT BY THE U.S. DEPARTMENT OF ENERGY

Contract Continues Company’s Growth in Space-Related Technical Services Market

(DULLES, VA 5 APRIL 1999) – Orbital Sciences Corporation (NYSE: ORB) announced today that it was selected by the U.S. Department of Energy’s (DOE) Office of Space and Defense Power Systems in a competitive process for a contract valued at up to $13 million over a five-year period. Under the contract, which includes a two-year option that the company anticipates will be exercised, Orbital will supply professional and technical personnel who will provide assistance and advisory services to DOE’s program that develops advanced radioisotope and nuclear power systems for both space and terrestrial missions of other agencies.

The DOE contract will be performed by the Technical Services Division (TSD) of Orbital’s Space Systems Group. TSD currently has similar contracts with other U.S. Government customers, including the National Aeronautics and Space Administration, the Naval Research Laboratory and the U. S. Department of Defense. Typically, Orbital performs tasks and supplies engineers, scientists, technicians and other professionals with specific expertise in areas that its customers are pursuing. These Orbital employees often work side-by-side with the customer’s technical staff to develop a close and often long-term working relationship. The market for technical services has been a consistent source of revenue growth for the company. Over the past five years, Orbital’s TSD annual revenues have increased over 100% from nearly $30 million in 1994 to about $65 million in 1998.
