The omnibus appropriations bill passed this week restricts White House ability to change the ABM Treaty. Congress wants to be rid of the ABM Treaty because members fear that it will restrict US testing, development and deployment of TMD.

Boeing, the LSI for the NMD program, will select the contractor to design the kill vehicle for the program in March 1999. Boeing is competing against Raytheon to design the EKV for the NMD GBI; that Boeing as LSI is also selecting the winner complicates the task. Former DoD acquisitions chief Paul Kaminski will act as review authority for the selection, and the losing contractor will remain with the program until the winner successfully attempts two flight tests.

China is actively pursuing the development of directed energy laser and high power microwave weapons to destroy satellites, aircraft and missiles, the Pentagon has told Congress. A limited capability to damage optical sensors on satellites may already be in Chinese hands, according to a congressionally mandated report on Chinese military modernization. The Pentagon doesn't know how far China is in developing a sophisticated, laser based anti-satellite weapon, but it believes the required technical know how is being collected. Research on laser radars to track and image satellites is probably underway.

A session of the Diet is expected to hear a plan late this month for Japan to fund a $1.3b, four-satellite reconnaissance network to be placed in orbit by 2002. Mitsubishi Electric Corp. (Melco) proposes orbiting two pairs of satellites. The first pair would weigh about 1,870 lb. each and carry optical cameras with a 1-meter resolution. The second pair would weigh about 26,400 lb. each and carry synthetic aperture radars with a resolution of 1-3 meters. Both would be launched into 300 mile-high polar orbits.
