Ministry of the Interior launches preparation of Finland's national risk assessment

The Ministry of the Interior has set up a project to update Finland's national risk assessment. The updated assessment is scheduled for publication in autumn 2026.
Finland's national risk assessment identifies risks of broad national significance and evaluates their potential impact on the vital functions of society. Its purpose is to strengthen national preparedness and enhance society's ability to respond to major risks.
Finland updates its national risk assessment at regular intervals. The previous version was published in February 2023. This work is carried out in line with the EU Civil Protection Mechanism, which requires all EU Member States to develop and regularly report on their national risk assessments to the European Commission.
The upcoming assessment will cover risks associated with protecting critical infrastructure and improving resilience. This follows the entry into force of the Act on the Protection of Infrastructure Critical to Society and on the Improvement of Resilience on 1 July 2025. In January 2026, the Finnish Government is expected to adopt a risk assessment addressing critical infrastructure and the resilience of critical entities. The assessment is required by both the new national legislation and the EU's Critical Entities Resilience (CER) Directive.
The project will run from 18 August 2025 to 31 October 2026.
