Shanghai allows residents to leave with travel permit valid within six hours

Shanghai police announced on Wednesday that residents who need to leave the city for work, study, moving to other places can apply for a permit to leave the city by car, with the premise to meet the epidemic prevention and control requirements.

The permit for leaving Shanghai will be valid within six hours from the departure time residents have applied for.

Shanghai residents are advised not to leave unnecessary in order to prevent the epidemic to spread into other regions, according to the authorities.

Those who have settled in Shanghai and need to go to other regions for work, study, examinations, medical treatment and who are moving shall apply to the village committee and checked and approved by the local authorities.

For teachers and students who need to leave Shanghai due to special reasons such as study and examination, they can submit the application to their school, the Shanghai police said on Wednesday.

For the personnel sent by enterprises from other regions can also apply and get approved at their workplace and approved by the relevant municipal or district-level industry authorities. For those who stay in Shanghai temporarily and need to return to their hometown, they can apply to the authorities in their temporary residence in Shanghai.

Those residents with travel certification leaving Shanghai need to drive directly to their destination with no deviations in between, according to Shanghai police.

Shanghai will strictly crack down on any illegal activity, such as allowing personnel to leave without certification.

The Shanghai railway police said on Tuesday that six suspects have been arrested in accordance with the law for allegedly scalping train tickets.

Besides an increased attention toward illegal transportation, the city has resumed eight more passenger railway routes departing from Shanghai to several nearby cities including East China's Ningbo, Nanjing and Hefei, according to the authorities on Wednesday.

The railway authorities will keep a close watch on the epidemic and resume or increase more railway routes, according to the authorities.

As of Tuesday, about 19.8 million residents were under "prevention-level" regions while about 790,000 residents were under lockdown.

On the same day, the city has announced on Tuesday that it has reached zero community transmissions, while on Wednesday the city reported 96 locally transmitted COVID-19 cases and 759 local asymptomatic infections, all of them detected within areas under quarantine, according to the Shanghai health commission.
