INTRO: Israel says al Qaida terrorist network has recruited Palestinians and has set up terrorist links in Palestinian-controlled territories to carry out attacks against Israel. Correspondent Jenny Badner reports from New York.
TEXT: The Israeli government accuses Palestinians of links with the al Qaida in a report submitted to the Security Council's Counter-Terrorism Committee.
The report says that between 2000 and 2003, Israel "foiled several attempts by al Qaida to establish a military infrastructure in areas under the control of the Palestinian Authority."
According to the the report, the terrorist organization responsible for the September 11th, 2001 attacks on the United States recruited Palestinians when they were traveling outside of the territories. During those visits, the report alleges suspects received training and funding to recruit additional Palestinians and finance attacks in Israel.
Israel says its security forces apprehended the Palestinians in question, sometimes after they had begun recruitment activity. But the report says that since 2001, "there have been several attempts by al Qaida operatives carrying foreign passports to penetrate Israel."
The Israeli government also accuses al Qaida of propaganda activities in the Palestinian territories. According to the report, in the wake of the September 11th, 2001, attacks, al Qaida distributed leaflets signed by the so-called "Bin Laden brigades in Palestine," inciting "jihad" against Jews in the quote "footsteps of the group's leader, Osama Bin Laden."
Israel submitted its latest report following the Security Council Committee's call to governments to detail counter-terrorism efforts targeting al Qaida.
In the past, Palestinians leaders have denied any links to Bin Laden's terrorist organization. (SIGNED)
