Lockheed Martin Captures FBI Contract to Supply Services Worth $118 Million
BETHESDA, MD, November 9th, 2000 -- Lockheed Martin (NYSE: LMT), under a contract worth up to $118 million, is providing automated identification and information technology operations and maintenance services for the Federal Bureau of Investigation's Criminal Justice Information Services division in Clarksburg, West Virginia. The FBI's "System of Systems Information Technology Services" program combines operations and support of three major automated systems -- the Integrated Automated Fingerprint Identification System (IAFIS), National Crime Information Center (NCIC 2000), and National Instant Check System (NICS).
To support Bureau personnel, two operating units of Lockheed Martin will deliver a range of Information Technology-related engineering support services, software maintenance support services, hardware support services, and hardware and software maintenance agreements and license support services. Lockheed Martin is teamed with SAIC, Harris, DN America, Azimuth, Micah, and UTA.
"This program provides efficiency by combining operations and support for several of the FBI's national critical infrastructure programs into one," said Lockheed Martin Information Systems President John Hallal. Covering a five-year period of performance, the cost-plus-fixed-fee contract was competed under ITOP II, the Information Technology Omnibus Procurement contracting vehicle managed by the U.S. Department of Transportation. Used Government-wide, ITOP II includes Systems Operation and Maintenance (SOM) provisions that allow for support services of this type.
IAFIS, providing positive identification services based on the FBI's criminal records, processes in excess of 50,000 queries daily against a database of 40 million persons. Lockheed Martin was the systems integration contractor for the IAFIS program. The system allows warrants to be issued within hours, even minutes, of fingerprint submission. Additionally, Lockheed Martin was the prime contractor to the FBI for its Automated Fingerprint Identification System (AFIS), a system that uses fingerprint technology from Lockheed Martin and from SAGEM SA.
NCIC 2000, a computerized index of documented criminal justice information, serves more than 80,000 criminal justice agencies in the United States, supplying access to law enforcement information ranging from stolen vehicles to gang activity and terrorism.
NICS, providing Federal Firearm Licensees with instant background checks on all persons applying to purchase firearms, has been responsible for stopping tens of thousands of firearms from ending up in the wrong hands.
