The Bank of Japan last month spent $ 4.4 billion (Pounds 2.7 billion) to prop upthe American currency, which has fallen because of fears about war. DECODER: CLUSTERS

The "clusters" of outstanding questions for Iraq lie at the heart of a potential compromise at the UN. Canada wants them published so that they can serve as benchmarks to test Iraqi compliance by March 28. A "cluster" groups questions on related topics - a proscribed missile programme cluster might include queries on missile fuel, rocket design and guidance systems. Hans Blix, the chief UN weapons inspector, has assembled a confidential 170-page dossier containing 29 clusters.
