Statement by the MFA of Ukraine on the Imposition of Sanctions against the GRU

The Ministry of Foreign Affairs of Ukraine welcomes the decision of the Government of the United Kingdom of Great Britain and Northern Ireland to impose sanctions against the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (GRU), as well as personal sanctions against GRU officers involved in the organisation of terrorist attacks and cyberattacks on the territory of Ukraine and in European states.

This decision is an important and timely contribution to joint international efforts aimed at countering the Russian state terrorist machine, which systematically employs sabotage, cyberattacks and other methods of hybrid warfare against Ukraine, its partners and the democratic world as a whole.

Ukraine highly values the role of the United Kingdom in implementing key international initiatives aimed at strengthening the global security architecture, its consistent position in favour of exerting maximum pressure on the Russian Federation and holding it accountable for the crimes it has committed, as well as its principled stance in resolutely responding to the armed aggression of the Russian Federation against Ukraine. This is clearly illustrated by last year's decision of the UK side to impose sanctions on the Radiological, Chemical and Biological Defence Troops of the Russian Federation and their command for the use of chemical weapons against Ukraine.

We commend the efforts of the international community, which for the third year in a row has unanimously blocked attempts by the Russian Federation to join the Executive Council of the Organisation for the Prohibition of Chemical Weapons, thereby clearly and consistently reaffirming its assessment of Russia's unlawful actions: an aggressor state has no place among the countries that shape the modern non-proliferation regime for weapons of mass destruction.

Ukraine supports steps aimed at increasing sanctions pressure on Russia, which is an important element in reducing its ability to continue its war of aggression against our state. Increasing pressure on the aggressor state, combined with greater assistance to Ukraine to strengthen its defence capabilities, is an effective tool on the path towards restoring a comprehensive, just and lasting peace for Ukraine.

Ukraine will continue to work closely with the United Kingdom and other partners to strengthen international security, protect critical infrastructure and counter all forms of Russian aggression. Only a resolute, coordinated and comprehensive response by the international community can stop Russia's aggressive behaviour and ensure that all those responsible for crimes against the security of states and their citizens are held to account.
