Norway largest contributor to PURL military support packages for Ukraine

Norway has announced a contribution of USD 500 million in funding for two new PURL packages for Ukraine.
'Since August 2025, when Norway provided funding for the first Prioritised Ukraine Requirements List (PURL) military support package, Norway has allocated funding to three more packages. Ukraine is dependent on our continued military and civilian support in its fight to defend itself against Russian aggression. This new contribution brings Norway's funding for PURL support packages to a total of approximately USD 835 million in 2025,' said Norwegian Foreign Minister Espen Barth Eide.
Critical military supplies to be provided under the PURL initiative include air defence, ammunition, and other equipment urgently needed by Ukraine. Only the US provide the necessary equipment in large enough volumes rapidly enough. NATO coordinates the deliveries through its logistical operation NATO Security Assistance and Training for Ukraine (NSATU).
Norway contributed USD 135 million in funding to one of the first PURL packages in August, together with Sweden and Denmark. Norway also allocated USD 200 million in funding to a package with the Nordic and Baltic countries in October. Today, Norway is teaming up with Germany, Poland, and the Netherlands to fund further support packages.
'I urge other Allied countries to jointly fund the upcoming packages to demonstrate transatlantic unity in support of Ukraine. Norway will maintain its high-level of support to Ukraine in 2026,' said Foreign Minister Eide.
'Critical equipment worth billions of US dollars has been funded by Allies since the first PURL package in August. Ukraine urgently needs this equipment as the country enters its fifth winter of full-scale war. It is of utmost importance that Norway and the rest of Europe continue to demonstrate strong support for Ukraine politically, economically and militarily. The goal is to assist Ukraine in achieving peace on its own terms. Ukraine must be provided with the equipment and munitions it needs to defend itself today, achieve a fair and lasting peace, and deter any future aggression,' said Norwegian Minister of Defence Tore O. Sandvik.
Support provided to Ukraine through the PURL mechanism complements other ongoing NATO initiatives to support Ukraine, as well as a range of other crucial Allied initiatives. Ultimately, support to Ukraine is also an investment in European security, Foreign Minister Eide stated.
'We have received reports from Ukraine that the PURL initiative is vital to Ukraine's defence and the protection of its citizens. As winter begins and Russia intensifies its targeted attacks on the energy infrastructure, these deliveries of military equipment are crucial to Ukraine's defence, on land and in the air,' he said.
'Norway maintains a close, constructive dialogue on military support to Ukraine with the Ukrainian authorities, Allies, the EU and other partners. In 2026, Norway will continue to emphasise the importance of meeting Ukraine's prioritised military needs. We do so in consultation with the Ukrainian authorities and as part of a broad international effort,' said Mr Eide.
'The PURL initiative is currently the only mechanism that can provide the Ukrainian Armed Forces with the volume of critical weapons they need quickly enough. Providing these weapons through the PURL initiative has an immediate impact - fewer strikes on critical infrastructure, greater security for civilians, and a more resilient defence along the entire front line. PURL has proved to be an effective mechanism for maintaining a stable supply of equipment from the US. This strengthens Ukraine's combat capability and, in turn, enhances the security of the entire European continent,' said Defence Minister Sandvik.
Since the PURL initiative was established in August, approximately 75 % of all missiles for Patriot systems and about 90 % of rockets for other air defence systems that have been received by Ukraine from partner countries have been provided under the initiative.
In addition to equipment being provided in these latest PURL packages, Ukraine will receive long-range 155-mm artillery shells that are needed to hold the frontline, as well as missiles for HIMARS systems (GMLRS) and guided aerial bombs (GAB) that enable high-precision strikes on enemy logistics and positions.
The Prioritised Ukraine Requirements List (PURL), provides crucial US equipment for Ukraine, funded by European Allies and Canada, and coordinated by NATO.
