Ukraine Synchronized Sanctions With the United States and Imposed Restrictions on Individuals Involved in the Activities of the Rubikon Criminal Center

President of Ukraine Volodymyr Zelenskyy has signed two decrees implementing decisions of the National Security and Defense Council of Ukraine. They concern the synchronization of sanctions with the United States and the imposition of restrictions on individuals and legal entities involved in the production and operation of various types of Russian drones.

As part of the package coordinated with the United States, Ukraine has introduced sanctions against 26 Russian legal entities connected to the energy sector. These include Rosneft, its enterprises, and companies within the Lukoil Group. U.S. sanctions have affected those parts of the sector that account for approximately 55% of Russia's oil production.

In total, since the beginning of the year, Ukraine has synchronized 13 sanction packages with partners, including the United Kingdom, Canada, the United States, Japan, and the European Union.

The second decree introduces sanctions against 36 individuals and 13 legal entities involved in the production, training, and operation of Russian drones. This includes persons linked to the activities of the Rubikon criminal center, which tests new types of weapons and participates in combat operations against Ukraine.

Sanctions have also been imposed on Russian companies involved in the development and production of reconnaissance and attack UAVs, FPV drones, and unmanned aviation systems. In addition, restrictions target so-called Russian charitable foundations and volunteer movements that provide support to Russian occupiers, as well as Russian mobile operators that supply "shahed" drones with SIM cards for navigation and control.

The Head of State and the Advisor - Commissioner of the President of Ukraine for Sanctions Policy, Vladyslav Vlasiuk, discussed the priorities of sanctions policy through the end of the year. The sanctions already in place are having a significant impact on Russia; therefore, pressure on it must be increased. Key tasks include further synchronization of sanctions with partners, preparation of the European Union's 20th sanctions package, and tightening restrictions on the shadow fleet, the Russian military-industrial complex, collaborationists, and propagandists.
