Drone hits Russia as Ukraine, Europe discuss US-proposed peace deal

Russia has come under a drone attack as US and European officials continue discussions about US President Donald Trump's 28-point Ukraine peace plan.

Ukrainian drones struck a heat and power station in the Moscow region on Sunday, triggering a massive fire and cutting off heating for thousands of households. The attack targeted the Shatura Power Station, located about 120 km east of the Kremlin, according to Moscow region Governor Andrei Vorobyov.

Video posted on the Telegram messaging platform showed fireballs and thick black smoke rising from the site of the strikes.

Vorobyov said Russian air-defense forces had downed several drones, but some fell onto the grounds of the plant, causing the blaze. He added that backup power systems had been activated and mobile heating units were being deployed, with temperatures in the area hovering around freezing.

"All efforts are being taken to promptly restore heat supply," he said.

Sunday's strike was one of Kyiv's largest drone attacks to date, hitting a target deep inside Russian territory.

That came as Kyiv and its allies have begun discussions on a US-drafted peace plan aimed at ending the war with Russia, Europe's deadliest conflict since World War II.

National security advisers from the United Kingdom, France, and Germany met Ukrainian officials in Geneva for the first phase of the peace talks.

Ukrainian President Volodymyr Zelensky called the first round of discussions with European security advisers "very constructive."

US representatives are expected to join the negotiations in the next phase. Trump has given Kyiv five days to respond to his proposed 28-point peace agreement.

Russian President Vladimir Putin has praised the plan, saying it could serve as a basis for resolving the conflict, now in its fourth year.

Trump's proposal calls on Kyiv to cede territory, accept limits on its military, and abandon its bid to join the US-led NATO alliance.

Previous rounds of talks between Russia and Ukraine, including negotiations held in Belarus, have all failed.

Kyiv's Western European allies have already criticized the plan, saying they intend to seek revisions to what they argue is an agreement overly favorable to Russia.
