The President: No peace plan can be based on proposals for Ukraine to capitulate

President of the Republic of Lithuania

November 22, 2025

On Saturday, President Gitanas Nausėda, together with other Nordic and Baltic (NB8) leaders, held a conference call with Ukrainian President Volodymyr Zelenskyy.

The discussion focused on the situation on the Ukrainian front, the "28-point peace plan," and ways to further strengthen international support for Ukraine and its negotiating position.

The President stressed that no peace initiative can be based on the aggressor's terms or proposals for Ukraine to capitulate.

He underlined that any peace plan must comply with the principles of international law, include an unconditional ceasefire, strengthen Ukraine's political, military and economic position, and ensure the involvement of Ukraine and European states in shaping decisions on Europe's future security architecture.

"Ukraine's independence, sovereignty and territorial integrity are inviolable. Ukraine must be guaranteed the right to choose its own security alliances, and all war criminals must be brought to justice," the President said.

NB8 leaders expressed their solidarity with President Zelenskyy and their united support for Ukraine.

"We must remain united and strengthen Ukraine's negotiating position both in the face of aggression and in the search for solutions to achieve a just and lasting peace," the President emphasized.
