Statement by the MFA of Ukraine on the Imposition of Cyber Sanctions against Russian Providers

The Ministry of Foreign Affairs of Ukraine welcomes the decision of the United Kingdom of Great Britain and Northern Ireland, the United States of America, and Australia to impose sanctions on Russian hosting providers that knowingly enable abuse ("bulletproof hosting") and thereby facilitate cybercrime - Media Land LLC and ML.Cloud LLC - as well as four individuals affiliated with them.

Ukraine also welcomes the decision to impose sanctions on another Russian hosting provider, AEZA Group, which supports the activities of the Russian company the Social Design Agency. This entity disseminates pro-Kremlin propaganda and conducts information and psychological operations and disinformation campaigns directed against Ukraine and Western democratic states. Ukraine has already applied national restrictive measures against this company by Presidential Decree No. 613/2025 of 23 August 2025.

The Ukrainian side regards these decisions as an important contribution to the joint fight against cybercrime and the Russian Federation's malicious activity in the digital domain, and as a step toward curbing the operations of Russian structures involved in hybrid aggression.

Amid the growing intensity of the Russian Federation's cyber and hybrid aggression campaigns and the increased Russian pressure on Europe through a wide array of hybrid warfare instruments, including acts of direct aggression, we view such measures as a significant practical contribution to strengthening international security and protecting democratic governance.

Ukraine remains firmly committed, together with EU and NATO member states and other foreign partners, to intensifying efforts to counter Russian threats in the fifth domain and to building a safe, resilient, and secure cyberspace.
