Lithuania protests over Russia's continued killing of Ukrainian civilians

Republic of Lithuania - Ministry of Foreign Affairs

Updated 2025-11-21

On 21 November, the Ministry of Foreign Affairs of the Republic of Lithuania handed a note of protest to a representative of the Embassy of the Russian Federation in Lithuania as the Russian armed forces continued to terrorise the Ukrainian population.

On 19 November alone, Russian missiles hit residential buildings in Ternopil, killing at least 28 civilians, including 3 children, and injuring nearly 100. Massive attacks by Russian forces in this and many other regions have affected even more Ukrainian civilians, their homes and critical infrastructure.

Residential buildings and energy facilities, which were damaged or destroyed by the Russian military, once again testify to the fact that the civilian infrastructure of Ukraine is the main target of criminal attacks by Russia. Lithuania also affirmed that it would continue to demand an immediate end to the aggression of the Russian Federation against Ukraine, the withdrawal of occupying forces from the entire territory of Ukraine within its internationally recognised borders, and full compensation for the damage suffered by Ukraine due to the Russian aggression.
