EU adopts new sanctions package against Russia

The EU has adopted a 19th sanctions package in response to Russia's continued aggression against Ukraine. The package includes extensive new measures that target Russia's financing of the war and expand the possibility to sanction individuals responsible for kidnapping Ukrainian children.

The sanctions package includes a series of new and stricter measures that target central parts of the Russian economy. It includes measures against Russian banks, Russian energy exports and Russian access to sensitive technologies. Sanctions have also been imposed against 117 additional vessels in Russia's shadow fleet. Additional measures target third-country actors in the oil industry who are involved in the circumvention of sanctions.

"I welcome the 19th sanctions package, particularly the total ban on imports of Russian liquefied natural gas as of 1 January 2027. This is something that Sweden has long pushed for," says Minister for Foreign Affairs Maria Malmer Stenergard.

The sanctions package also includes sanctions against individuals who are responsible for kidnapping and indoctrinating Ukrainian children. The EU has introduced a new criterion for sanctioning individuals and actors who participate in such activities.

"The fact that the EU is now using sanctions to also target those responsible for kidnapping Ukrainian children shows how seriously we take these violations. The new sanctions package is an important step in putting further pressure on Russia economically, technologically and morally," says Ms Malmer Stenergard.

In the financial area, a full transaction ban has been imposed on additional Russian banks and financial institutions, and in third countries. Measures also target a number of financial services, as well as cryptocurrency platforms that are used to circumvent earlier restrictions.

To limit Russia's access to advanced technologies, the package includes new export restrictions that apply to artificial intelligence and components used in arms production. New sanctions also target an additional 45 companies in Russia and third countries for their support of the Russian military industry, and investments in special economic zones linked to the financing of the war.
