Letter of intent between Ukraine and the Kingdom of Sweden concerning cooperation in the field of air capabilities. Signed by Prime Minister Ulf Kristersson and Ukraine's President Volodymyr Zelenskyy in Linköping on 22 October 2025.
Ukraine and the Kingdom of Sweden, hereinafter referred to as the "Signatories",
Recognizing Ukraine's vital need to further develop its air capabilities in order to strengthen national resilience and contribute to European security;
Acknowledging Sweden's readiness to share knowledge and experience related to advanced fighter aircraft systems;
Emphasizing that closer cooperation in this field will significantly contribute to regional and Euro-Atlantic security;
Recalling their shared commitment to long-term defence partnership and constructive engagement with international partners;
Have reached the following understanding:
I. Consultations and Cooperation
The Signatories express their intent to hold regular consultations on opportunities for cooperation in the field of advanced air capabilities, including potential engagement regarding the Saab JAS 39 Gripen system.
II. Knowledge and Expertise
The Signatories intend to promote the exchange of knowledge, expertise, and training opportunities, with the aim of strengthening Ukraine's ability to operate and sustain modern air systems effectively.
III. Practical Arrangements
The Signatories note that future cooperation may include discussions on availability, financing models, industrial participation, and multinational frameworks, in line with shared strategic objectives.
IV. Strategic Value
The Signatories affirm that enhanced cooperation in this area would stand as testimony to their unique partnership and would contribute to the collective security of Europe.
V. Non-binding Nature
This Letter of Intent reflects the political will of the Signatories to deepen dialogue and cooperation, but does not create legal or financial obligations under applicable international laws or national laws of the Signatories.
