Fourth Round of the Ukraine-EU Cyber Dialogue held in Kyiv

On October 16, the Ministry of Foreign Affairs of Ukraine hosted the Fourth Round of the Ukraine-EU Cyber Dialogue - an important platform aimed at strengthening strategic cooperation between Ukraine and the European Union in the field of cybersecurity.

The dialogue began with an exchange of information on the current cybersecurity threat landscape. Ukraine and the EU discussed ways to enhance policy coordination in cybersecurity, including matters related to the «Digital Transformation» section of the Ukraine Plan, protection of critical infrastructure, implementation of Directive (EU) 2022/2555 of the European Parliament and of the Council of 14 December 2022 (the NIS2 Directive) and other relevant EU regulatory acts, as well as EU cybersecurity policy developments.

Participants discussed key areas of cooperation, including Ukraine's integration into the European cybersecurity ecosystem, development of the EU's cyber defence policy, digital identity and 5G technologies, countering cybercrime, advancing cyber diplomacy instruments and the «Tallinn Mechanism» initiative, as well as strengthening public-private partnerships to enhance cybersecurity.

The Deputy Minister underlined the exceptional importance of regular Ukraine-EU cyber dialogues, which have become an effective platform for long-term interaction based on trust, solidarity, and shared responsibility.

«Despite ongoing security challenges, our European partners continue to demonstrate unwavering solidarity and support for Ukraine. We deeply value our partnership, shared cultural values, and common goal - to build a united and resilient European cyber front»- Anton Demokhin said.

Particular attention was devoted to strengthening Ukraine's cyber capabilities, including potential access to the EU Cyber Reserve, the establishment of national Cyber Forces, participation in joint exercises, and human capital development programs.

Participants also emphasized the importance of implementing cyber sanctions to limit the destructive potential of Russia and its satellites responsible for malicious cyber operations, which will help enhance state accountability in cyberspace and improve deterrence against aggression.

«Ukraine is not merely a border to be defended - Ukraine is a proactive and reliable partner helping to shape the future architecture of Europe's cyber resilience» - the Deputy Minister Anton Demokhin highlighted.

Ukraine and the EU agreed to further deepen their cooperation in cybersecurity, continue the implementation of agreed joint measures and develop the cyber dialogue to achieve tangible operational outcomes.

The EU reaffirmed its steadfast and unwavering support for strengthening Ukraine's cyber resilience and capacity to respond to Russia's ongoing aggression in cyberspace. Ukraine reiterated its readiness to share evidence and experience to enhance the EU's collective response to state-sponsored cyber aggression.

The event was co-chaired by Anton Demokhin, Deputy Foreign Minister, Chief Digital Transformation Officer, and brought together representatives of Ukrainian and European institutions responsible for cybersecurity and foreign policy. Participants on the EU side included Maciej Stadejek, Director for Security and Defence Policy at the European External Action Service (EEAS); Christiane Kirketerp de Viron, Director for Cybersecurity and Trust at the Directorate General for Communications Networks, Content and Technology (DG CNECT) of the European Commission; as well as representatives of the European Commission, the European Union Agency for Cybersecurity (ENISA), Europol, the European Security and Defence College (ESDC) and the European Union Advisory Mission (EUAM). EU Member States joined the discussions as observers. On the Ukrainian side, participants included Serhii Demediuk, Deputy Secretary of the National Security and Defence Council of Ukraine, Deputy Head of the National Cybersecurity Coordination Center; Nataliia Tkachuk, Head of the Cybersecurity and Informational Security Service of the Office of the National Security and Defence Council of Ukraine, Secretary of the National Cybersecurity Coordination Center; representatives of the Security Service of Ukraine, the State Service of Special Communications and Information Protection of Ukraine, the Ministry of Defence of Ukraine, the General Staff of the Armed Forces of Ukraine, the National Police of Ukraine, the Foreign Intelligence Service of Ukraine, the Ministry of Digital Transformation of Ukraine and the Ministry of Energy of Ukraine.
