Ministry of Foreign Affairs of Finland
17.10.2025 Press releases
On Tuesday 14 October, Finland joined the Tallinn Mechanism to support Ukraine's cyber security and resilience. The mechanism coordinates international cyber security support to Ukraine's public administration and critical infrastructure.
By joining the Tallinn Mechanism, Finland will assist Ukraine in protecting against cyber threats. Finland's engagement in the mechanism will also bolster our international profile as an active and reliable partner in cyber diplomacy and cyber security and promote opportunities for Finnish cyber security companies to cooperate with Ukraine.
In conducting its war of aggression, Russia has repeatedly targeted critical infrastructures that are essential for the vital functions of Ukraine's society and public administration. This has led to a growing need for support to protect the public administration and critical infrastructure and to develop preparedness on the basis of Ukraine's needs.
The mechanism will assist the Ukrainian ministries and agencies, regional and municipal authorities and operators of critical infrastructure. Each participating country will provide assistance based on its own premises. Technology companies and civil society organisations from the participating countries take part in concrete projects.
The Tallinn Mechanism was formed in 2023, and already now significant progress in advancing cyber security has been observed. The projects supported through the mechanism will improve Ukraine's cyber security and resilience in the long term. In addition to Finland, other countries that have joined the mechanism are Estonia, Canada, Denmark, France, Germany, the Netherlands, Poland, Sweden, Ukraine, the UK, the United States, Italy and Norway.
