Norway to contribute funding for new package of US-sourced military equipment for Ukraine

'Ukraine is dependent on continued military and civilian support in its fight to defend itself against Russia. It is of great value that several countries are coming together to provide financing to help meet Ukraine's military needs. Norway is now joining forces with a number of other countries in Europe to fund a military support package that will secure high-priority defence equipment for Ukraine. We aim to provide NOK 2 billion for the package, which is being coordinated by NATO,' said Prime Minister Jonas Gahr Støre.

A meeting of the Ukraine Defence Contact Group will be held ahead of the NATO defence ministers' meeting on 15 October. At the meeting of the Contact Group, several European countries will coordinate their planned contributions to Ukraine, including support to be provided under the new US-NATO Prioritised Ukraine Requirements List (PURL) initiative. Norway has also contributed NOK 1.5 billion in funding for a previous support package under the PURL initiative.

'It is vital that European countries stand together and continue to provide support so that together we can finance the delivery of military equipment needed by Ukraine, such as drones, artillery and advanced air defence systems. Under the PURL mechanism, the US provides NATO with lists of available US weapons and military equipment. Allies, including Norway, then contribute funding for the purchase of this equipment for Ukraine,' said Minister of Defence Tore O. Sandvik.

NATO coordinates the shipments to ensure that they arrive in Ukraine as quickly as possible. For security reasons, the specific contents of each package are not made public.

'Norway has now contributed funding for two such support packages, and the Government will work to ensure that as many Allied countries as possible participate in this important initiative in support of Ukraine. The equipment arrives quickly and helps the Ukrainians to defend the front line and protect critical infrastructure more effectively. Support for Ukraine's fight for freedom is not only essential in enabling Ukraine to defend itself; it is also crucial in terms of safeguarding Norwegian and European security,' said Mr Sandvik.

Since Russia's full-scale invasion of Ukraine in February 2022, the Norwegian Government has committed over NOK 100 billion in military support to Ukraine under concrete agreements and arrangements. Norway's support is provided in collaboration with Allies and partners.

When the Nansen Support Programme for Ukraine was first established, the Government emphasised the need for flexibility in order to be able to adapt the support in line with Ukraine's needs. In spring 2025, the Storting (Norwegian parliament) endorsed an extraordinary increase of NOK 50 billion in funding to Ukraine, bringing Norway's military support for 2025 to NOK 72.5 billion. This support is being provided under the Nansen Support Programme for Ukraine.
