A Chinese envoy urged the Syrian transitional government to focus on tackling counterterrorism challenges at an open meeting of the UN Security Council on Syria on Wednesday.

Fu Cong, China's permanent representative to the United Nations noted that terrorist attacks continue to occur in Syria, and terrorism remains a major obstacle to the country's reconstruction.

The issue of foreign terrorist fighters entrenched in Syria is particularly concerning.

He said the Syrian side has pledged that its territory will not become a source of threats to any other country. China hopes the transitional government will fulfill its counterterrorism obligations, take effective measures, and resolutely combat all international terrorist organizations listed by the Security Council, including the "East Turkistan Islamic Movement."

He stressed that the UN Security Council's recent adjustments to sanctions related to Syria are aimed at creating favorable conditions for Syria's economic recovery and the start of national reconstruction. For entities and individuals that remain on the sanctions list, the Council's measures are still in effect and must be strictly enforced.

Fu reiterated that the Golan Heights is internationally recognized as Syrian occupied territory, and Israel should withdraw from Syrian land as soon as possible.

He said that in recent months, the Syrian transitional government has made continuous efforts to restore stability, which China appreciates.

China supports Syria in pursuing a development path suited to its national conditions and hopes the country can find a reconstruction plan that reflects the will of its people through political dialogue. China adheres to a friendly policy toward all Syrian people and respects the choices made independently by the Syrian nation, said Fu.

China welcomes Syria's participation in the Belt and Road Initiative and is willing to enhance cooperation under multilateral frameworks such as the United Nations and the China-Arab States Cooperation Forum, Fu noted.

China is also ready to actively consider taking part in Syria's economic reconstruction and contribute to the country's social development and improvement of livelihoods, said the Chinese envoy.
