Press release on Deputy Foreign Minister Mikhail Galuzin's meeting with Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan in Moscow, Rahman Sahib oglu Mustafayev

On November 21, Deputy Foreign Minister Mikhail Galuzin met with Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan in Moscow, Rahman Sahib oglu Mustafayev.
During their conversation, it was noted that competent Russian agencies had carefully examined the appeal of the Azerbaijani side, received on November 14, regarding damage to buildings, property and territory of the Azerbaijani diplomatic mission in Kiev. The Russian side sincerely regrets the incident.
At the same time, an assessment of available information showed that buildings of the Azerbaijani diplomatic mission in Kiev were in all probability damaged by the improper operation of air defence systems of the Ukrainian Armed Forces, presumably by falling fragments of Patriot surface-to-air missiles.
The Azerbaijani side was informed once again that the Russian Armed Forces were hitting legitimate military targets, including facilities of the Ukrainian defence industry located in Kiev, while conducting the special military operation. When planning attacks, the Russian side meticulously monitors the results of military strikes in order to avoid civilian casualties and takes into account the locations of foreign states' diplomatic missions.
In this context, it was emphasised that statements about the allegedly deliberate missile strikes against facilities of the Republic of Azerbaijan in Ukraine were false.
It was also highlighted that the Kiev regime continued to deploy military installations, including air defence systems, in residential areas, in violation of international humanitarian law, thus threatening the civilian population. The Russian side assumes that the Ukrainian military-political leadership should be held responsible for any consequences of these criminal actions.
During their subsequent discussion, the officials reaffirmed their mutual commitment to further developing bilateral ties in accordance with the Declaration on Allied Interaction between the Russian Federation and the Republic of Azerbaijan, signed in Moscow on February 22, 2022. They discussed the timeframe of top-level contacts and acknowledged the successful development of bilateral economic cooperation and the importance of resuming cultural and humanitarian ties in full volume.
The Russian side emphasised the need for releasing 11 Russian citizens, arrested in Baku on June 30 - July 1, 2025, as a significant step for normalising bilateral relations.
The officials dwelt separately on regional issues, including the Russian side's possible assistance to the normalisation of Azerbaijani-Armenian relations on the basis of the package of top-level trilateral agreements, reached in 2020-2022. They also reviewed issues of maintaining the rhythmic work of the 3+3 Regional Cooperation Platform.
