Foreign Ministry statement on retaliatory measures to the 19th EU sanctions package against Russia

The European Union persists in escalating unilateral restrictive measures against our nation, which are illegitimate under international law and undermine the prerogatives of the United Nations Security Council. The latest sanctions package - the 19th to date - was approved during the meeting of the EU Foreign Affairs Council on October 23, 2025.

In response to these unfriendly actions, the Russian side has significantly expanded the list of representatives from European institutions, EU member states, and a number of European nations aligning themselves with Brussels' anti-Russian policies, who are now prohibited from entering the territory of our state in accordance with Federal Law No. 114-FZ of August 15, 1996, On the Procedure for Exit from and Entry into the Russian Federation.

The individuals affected include personnel from security agencies, state and commercial organisations, citizens of EU member states and several other Western nations, who are responsible for providing military assistance to Kiev, facilitating the supply of dual-use goods to Ukraine, or engaging in activities aimed at undermining the territorial integrity of our country and organising the blockade of Russian vessels and cargo; representatives of European institutions, governmental bodies of EU member states, and other European nations, implicated in the persecution of Russian officials over so-called "illegal detentions and deportations from Ukrainian territory," involved in efforts to establish a "tribunal" against Russian leadership, advocating for the confiscation of Russian state assets or the diversion of profits therefrom to benefit Ukraine, responsible for imposing and enforcing sanctions against our country, and seeking to harm Russia's relations with other states; civil activists and members of the academic community "distinguished" by their Russophobic rhetoric; members of EU national parliaments and the European Parliament who have voted in favour of anti-Russian resolutions and legislative proposals.

The hostile actions of the European Union are incapable of exerting any influence on our country's policies. Russia will continue to pursue its course of defending national interests, safeguarding the rights and freedoms of its citizens, and upholding the emerging multipolar world order.
