On November 23, commencing at 10: 10 a.m. local time (5: 10 p.m. on November 23, JST) for approximately 3 hours, Ms. TAKAICHI Sanae, Prime Minister of Japan, attended the G20 Johannesburg Summit Section 3 "A Fair and a Just Future for All ". The overview of the session is as follows:

In this session, many members pointed out that strengthening and diversifying supply-chains for critical minerals is indispensable for global economic growth, and the importance of international cooperaton on AI.

Prime Minister TAKAICHI's statement is outlined as follows:

  1. Critical minerals
    1. The stable supply of critical minerals, which lie at the most upstream end of the supply chains of many industries, is indispensable for global economy growth. Concerns are currently rising within the international community regarding export controls on critical minerals. In addition to rectifying these measures, diversifying supply sources, including the refining and processing of geographically concentrated crit ical minerals, has become a pressing challenge.
    2. Countries must collaborate to avoid excessive concentration in supply chains, build resilient and reliable critical mineral supply chains, and promote sustainable resource projects and high-value-added processing in resource-rich countries.
    3. From this perspective, Japan has been leading the initiative for RISE (Resilient and Inclusive Supply-Chain Enhancement ) Partnership to diversify the supply chains of critical minerals, which is essential to achieve a green economy, and to create quality local jobs in developing countries. The Rise Partnership will continue to broaden will be steadily broaden the scope of its cooperation steadily, including by expanding its activities from Africa to Latin America and the Caribbean.
    4. Japan will advance technical assistance for exploration in Botswana through JOGMEC (Japan Organization for Metals and Energy Security ) and comprehensive cooperation for development of the Nakala Corridor, which serves as a transport route for mineral resources.
  2. AI
    1. Effective utilization of AI, spreading at an accelerated pace, is a driving force for economic growth. To promote innovation utilizing AI, it is necessary to build a safe, secure, and trustworthy AI ecosystem, including measures to address information security risks.
    2. Japan was the first to lead the development of the International Code of Conduct for generative AI under the Hiroshima AI Process and has promoted the establishment of AI governance.
    3. At last month's Japan-ASEAN Summit, the "Japan-ASEAN Co-creation Initiative for Artificial Intelligence" was launched to solve challenges through AI.
    4. Japan will strengthen AI-related human resource development for Africa through initiatives such as the "AI and Data Science Human Resource Development and African Economic Growth Initiative" launched at TICAD9. Japan supports the "AI for Africa initiative" proposed by the South Africa Presidency.
    5. At the Expo 2025 Osaka, Kansai, Japan, Japan showcased new technologies such as AI-powered visitor guidance and android robots to the world as a venue for social verification, with an eye toward future practical application.
    6. Japan will continue its efforts to achieve a safe, secure, and trustworthy AI ecosystem.
  3. As the international community faces multiple crises, the role of the G20 is becoming increasingly important . Rather than division and confrontation, Japan wishes to identify common ground and points of agreement, and advance solutions to challenges in a manner where all G20 members share responsibility. Japan intends to actively cooperate toward the success of next year's G20 under the U.S. presidency.
