Cairo Agreement termination direct outcome of E3-US provocations: Iran FM

Iranian Foreign Minister Abbas Araghchi says the United States and European troika — Britain, France and Germany — have "killed" the Cairo agreement with the International Atomic Energy Agency (IAEA) through their provocative acts.

In a post on his X account on Friday, Araghchi said the US and E3 have assaulted diplomacy every step of the way and brought about the collapse of the Cairo Agreement.

"Given that the E3 and the US seek escalation, they know full well that the official termination of the Cairo Agreement is the direct outcome of their provocations," he added.

Araghchi pointed to a sequence of events that he said "brought us here".

He noted that Israel and then the US suddenly attacked Iran in mid-June when Tehran and Washington were on the eve of a sixth round of indirect nuclear talks.

Although Iran signed a deal with the IAEA in Cairo to resume inspections — with Egypt's mediation — in the aftermath of the bombing of Iranian nuclear facilities, the E3 pursued UN sanctions against Tehran under US pressure, Araghchi reminded.

The top Iranian diplomat said when Iran began giving IAEA inspectors access to its unharmed nuclear facilities, the US and the E3 "ganged up to censure Tehran" at the IAEA Board of Governors.

"Clear for all to see: Iran is not the party that seeks to manufacture another crisis. Nor is our good will appreciated," Araghchi pointed out.

His post came after the UN nuclear watchdog's 35-nation Board of Governors on Thursday narrowly approved an anti-Iran resolution, urging Tehran to "without delay" report on its enriched uranium stockpile and facilities damaged in the June aggression by Israel and the US, while omitting any mention of Iran's longstanding cooperation with the agency.

The resolution — drafted by the E3 and the US — passed with 19 votes in favor, three against and 12 abstentions. Russia, China and Niger were the countries that opposed it.

On June 13, Israel launched an unprovoked war against Iran, a day after the IAEA claimed that Tehran had failed to comply with its commitments to international nuclear safeguards, paving the way for the 12-day war, which assassinated many high-ranking military commanders, nuclear scientists, and ordinary civilians.

More than a week later, the United States also entered the war by bombing three Iranian nuclear sites in a grave violation of the United Nations Charter, international law, and the Nuclear Non-Proliferation Treaty (NPT).

On September 9, the Iranian foreign minister and IAEA Director General Rafael Grossi reached an agreement on practical modalities to resume cooperation after a meeting in the Egyptian capital of Cairo.

It came after the Iranian Parliament unanimously passed legislation requiring the administration to suspend all cooperation with the IAEA following the Israeli-US aggression against three nuclear sites.

On Thursday, Iranian Foreign Ministry spokesman Esmaeil Baghaei condemned the IAEA's resolution as a "blatant misuse of the international body" to advance the US-E3 objectives and said Iran is considering more countermeasures against the illegal resolution.
