IAEA Board of Governors convenes amid Western push for resolution against Iran

London, IRNA -- The Board of Governors (BoG) of the International Atomic Energy Agency (IAEA) has convened in Vienna, Austria, with Iran's nuclear program among the topics under discussion amid Western efforts to push for a new resolution against the country.

The meeting began on Wednesday and will conclude on Friday. Representatives from 35 IAEA member states are attending to discuss issues including nuclear safety and safeguards agreements.

The published agenda for this meeting contains no reference to Resolution 2231 or the Joint Comprehensive Plan of Action (JCPOA) commitments, and Iran appears only in the section related to the Safeguards Agreement. This indicates that issues connected to the JCPOA have effectively been removed from the Board of Governors' agenda.

The JCPOA is the official name of the 2015 Iran nuclear deal, which expired on October 18 this year. Resolution 2231, the UN Security Council document that endorsed the JCPOA, expired on the same date.

With the expiration of Resolution 2231's ten-year mandate, the IAEA Director General's obligation to report on Iran's JCPOA-related commitments has ended. Consequently, Iran's case regarding the alleged "non-proliferation" issues is no longer before the Board of Governors.

Despite this, reports indicate that the United States, along with Britain, Germany, and France—collectively known as the E3—are pushing for a draft resolution at the ongoing BoG meeting. The proposed text calls for new restrictions on Iran's nuclear activities and continuous reporting on the status of Iran's nuclear material stockpiles.

The draft is based on a recent report by IAEA Director General Rafael Grossi, which called for the Agency's "immediate access" to information related to Iran's declared nuclear material stocks.

It further claims that, following the activation of the snapback mechanism in September, Iran is obligated to suspend all activities related to enrichment, reprocessing, research and development, and heavy-water projects.

Iran's permanent mission to international organizations in Vienna has already responded to the Western push for a new resolution, saying the US and the E3 are making "a big mistake" and that their effort constitutes a deliberate attempt to politicize the Board of Governors.

The mission also warned that such an approach will not benefit those countries.
