TEXT: MISSING FROM TEHRAN'S STREETS WEDNESDAY WERE THE
STUDENTS WHO FOR SIX DAYS HAVE BEEN DEMANDING PRO-WESTERN REFORMS
IN DEMONSTRATIONS THAT WITNESSES SAY HAD BEEN DRAWING IN OTHER
SEGMENTS OF SOCIETY AND BECOMING INCREASINGLY VIOLENT.
WHETHER WEDNESDAY'S PRO-GOVERNMENT RALLY MEANS THOSE PROTESTS ARE

DEATH PENALTY. PEOPLE WHO WITNESSED THE DEMONTRATIONS SAY SUCH
ACTS HAVE NOT BEEN CARRIED OUT BY STUDENTS BUT BY OUTSIDERS
INFILTRATING THE PROTESTS BENT ON PROVOKING A CRACKDOWN BY

MEANT TO REFER TO THE UNITED STATES. THE CLINTON ADMINISTRATION
DENIES IT HAS PLAYED ANY ROLE IN FOMENTING THE STUDENT PROTESTS.
BUT RICHARD MURPHY THINKS THERE ARE POSITIVE STEPS THE
ADMINISTRATION COULD BE TAKING IF IT WANTS TO STRENGTHEN THE HAND
OF REFORMIST PRESIDENT MOHAMMED KHATAMI.

BY NOT OPENLY DECLARING SUPPORT FOR THE STUDENTS, THE UNITED
STATES COULD BE SEEN AS OFFERING THE IRANIAN GOVERNMENT A GREEN
LIGHT TO PURSUE A HARSH CRACKDOWN. AMBASSADOR MURPHY THINKS
WASHINGTON'S BEST COURSE OF ACTION IS TO WATCH BUT SAY LITTLE.
