Premier of the State Council Li Qiang will hold the "1+10" Dialogue in Beijing on the morning of December 9 with President of the New Development Bank Dilma Rousseff, President of the World Bank Ajay Banga, Managing Director of the International Monetary Fund Kristalina Georgieva, Director-General of the World Trade Organization Ngozi Okonjo-Iweala, Secretary-General of the UN Conference on Trade and Development Rebeca Grynspan, Director-General of the International Labour Organization Gilbert F. Houngbo, General Manager of the Bank for International Settlements Pablo Hernández de Cos, Chair of the Financial Stability Board Andrew Bailey, President of the Asian Infrastructure Investment Bank Jin Liqun, and Deputy Secretary-General of the Organization for Economic Co-operation and Development František Ruzicka. The theme of the dialogue is "Working Together on Global Governance for Shared Development."

CGTN: It's reported that in a pretaped interview at DealBook Summit to the New York Times days ago, Lai Ching-te made irresponsible remarks on the situation across the Taiwan Strait. What's China's comment?

Lin Jian: The event of relevant U.S. media outlet provided a platform for the Taiwan authorities' leader to peddle separatist rhetoric for "Taiwan independence." This is a serious violation of the one-China principle and the three China-U.S. joint communiqués and sends a gravely wrong signal to the separatist forces. China firmly opposes that.

Lai Ching-te's remarks once again revealed his nature as a diehard separatist seeking U.S. support for "Taiwan independence" and proved him as a provocateur and saboteur of peace. We urge the U.S. side to fully grasp the great sensitivity of the Taiwan question and act on their leader's commitment. Whatever Lai says and does, his separatist agenda will not succeed.

Reuters: Can the government confirm whether the Chinese military is currently massing a large number of naval and coast guard vessels in the East China Sea, the South China Sea, the Taiwan Strait and into the Pacific. Are these regular drills or is China planning something else? Japan's Defense Minister said today that China has been expanding and stepping up its military activities in the area surrounding Japan. How does the Chinese government respond to this?

Lin Jian: I'd refer you to competent authorities for what you mentioned. Let me stress that China is committed to a national defense policy that is defensive in nature. The Chinese navy and China Coast Guard carry out activities in relevant waters in strict accordance with China's domestic laws and international law. There is no need for relevant parties to overreact and overinterpret, still less should they make groundless accusations.

Reuters: Advanced Micro Devices said on Thursday that the company has licenses to ship some of its MI308 chips to China and is prepared to pay a 15 percent tax to the U.S. government if it ships them. Is China willing and prepared to buy those chips?

Lin Jian: China has made clear its position more than once on the U.S. export of chips to China. We hope the U.S. will take concrete actions to keep the global industrial and supply chains stable and unimpeded. For anything specific, I'd refer you to competent authorities.

China Daily: When jointly meeting the press with French President Emmanuel Macron on December 4, President Xi Jinping announced China will provide US$100 million of assistance to Palestine to alleviate the humanitarian crisis in Gaza and support its recovery and reconstruction. We noted that Palestinian President Mahmoud Abbas sent a message of thanks to President Xi Jinping. Could you share more details with us, including China's consideration?

Lin Jian: Yesterday, when jointly meeting the press with French President Emmanuel Macron, President Xi Jinping said that China and France will work together for the realization of a comprehensive, just and lasting solution to the Palestinian question at an early date. He announced that China will provide US$100 million of assistance to Palestine to alleviate the humanitarian crisis in Gaza and support its recovery and reconstruction.

It has been over two years since the latest conflict in Gaza broke out, which caused unprecedented humanitarian crisis. China is deeply concerned over that. Since the outbreak of the conflict, China has provided multiple batches of humanitarian supplies to the Gaza strip through the UN, Egypt, Jordan and other channels, which was welcomed and appreciated by the Palestinian government and people. We believe the latest assistance worth US$100 million announced by President Xi Jinping and earmarked for the easing of the humanitarian crisis and post-conflict reconstruction will help improve Gaza's humanitarian situation and reduce the suffering of the Palestinian people.

President Xi Jinping described the Palestinian question as a test to the effectiveness of the global governance system and called on the international community to look straight at the root cause of the question, step up to the responsibility and take robust action to redress the historical injustice and uphold fairness and justice. China firmly supports the just cause of the Palestinian people in restoring their legitimate national rights and will continue working relentlessly with the international community for a full and lasting ceasefire in Gaza, the easing of humanitarian situation there, and an early political settlement of the Palestinian question on the basis of the two-State solution. 

The Paper: Recently several foreign media outlets including Financial Times and The Economist have published articles about China's innovation edge and the reason behind this, saying that China has transformed from the "world's factory" to the "world's laboratory," and that Western countries need to catch up in this competition. What is your comment?

Lin Jian: "Innovation" has indeed become a key word in China's economic and social development. It was mentioned 61 times in the recommendations for formulating the 15th Five-Year Plan, which was adopted at the recently held fourth plenary session of the 20th CPC Central Committee. Over recent years, major scientific and innovation outcomes have kept emerging in China, and China has gone up the Global Innovation Index ranking, from the 34th in 2012 to the 10th in 2025. For years, China has taken science and technology as its primary productive force. We have provided guidance of visions and policies and advanced reform of the system, taken good use of our market and talents, let enterprises take up the principal role in innovation, and made sustained efforts, blazing a successful path whereby sci-tech innovation spearheads industrial innovation and industrial upgrade propels sci-tech evolution, and making innovation the underlying driving force of China's economy. 

There may be competition in innovation, but innovation is not about winning. China's innovation is open and open-source, and we aim to achieve win-win results. The first batch of cooperation projects aboard China Space Station involves 23 institutions from 17 countries. China's FAST telescope accepts observation application from scientists worldwide. China initiated the establishment of the World Artificial Intelligence Cooperation Organization and proposed the AI+ International Cooperation Initiative as part of the effort to promote the open and inclusive development of AI for good and for all. DeepSeek launched an open-source model for global developers to use and improve. The examples are ample. China is willing to share indigenous technologies and innovation scenarios with the world, promote mutual empowerment and common development through openness and cooperation, and deliver more outcomes of innovation to the whole humanity.

AFP: It is understood that China and France have released a joint statement following President Macron's meeting with Xi Jinping. On Ukraine, the joint statement says China and France support all efforts for a ceasefire in Ukraine. So does that mean China is aligned with France in offering its full support of Ukraine? Will China do more to urge Russia to stop its fighting in Ukraine, such as providing aid towards deescalation like it has in Palestine or in other ways?

Lin Jian: During French President Macron's state visit to China, President Xi Jinping held talks with him and the two heads of state exchanged views on the Ukraine crisis. President Xi Jinping stated that China supports all efforts that are conducive to peace and will continue to play a constructive role in the political settlement of the crisis in its own way. China supports European countries in playing their due role toward the establishment of a balanced, effective and sustainable European security architecture. 

During the visit, China and France issued a joint statement on the situation in Ukraine and Palestine. We've released the readouts, which you may refer to.

Antara: Wang Huning, Chairman of the National Committee of the Chinese People's Political Consultative Conference, visited Indonesia for two days and held meetings with the Speaker of the Indonesian Parliament as well as President Prabowo Subianto yesterday. The Indonesian government said the visit reiterates the two countries' commitment to continuously deepen cooperation. From China's perspective, what is the significance of this visit?

Lin Jian: On December 3 and 4, at the invitation of Chairman of People's Consultative Assembly of Indonesia Ahmad Muzani, Chairman Wang Huning of the National Committee of the Chinese People's Political Consultative Conference paid an official goodwill visit to Indonesia. While in Indonesia, he met with President Prabowo Subianto and had talks with Chairman of People's Consultative Assembly Ahmad Muzani. He also met with Speaker of the House of Representatives Puan Maharani and Chair of the Regional Representative Council Sultan B Najamudin.

At the meetings, Chairman Wang Huning shared information on the fourth plenary session of the 20th CPC Central Committee, had a broad-based exchange of views with the Indonesian leader on issues of mutual interest, and extended sympathies on the deadly torrential rain and flooding in Sumatra. Indonesia reaffirmed its commitment to the one-China principle and expressed its readiness to work with China to elevate bilateral relations to a new stage. Through the visit, the two countries have further deepened strategic mutual trust, promoted cooperation in trade, people-to-people and cultural exchanges, people's livelihood and other fields, and enhanced the friendly ties between the National Committee of the Chinese People's Political Consultative Conference and relevant agencies in Indonesia. China stands ready to work with Indonesia to implement the important common understandings between the two presidents, forge closer synergy on development strategies, deepen mutually beneficial cooperation in various fields, and advance the building of a China-Indonesia community with a shared future to a higher level.

RT TV: In the recent meeting between Russian Security Council Secretary Sergei Shoigu and Chinese Foreign Minister Wang Yi, both sides stated that China and Russia had reached a consensus on issues related to Japan. Could you please share the details of this consensus and what both countries are planning to do?

Lin Jian: This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the Great Patriotic War of the Soviet Union. The heads of state of the two countries this year attended commemorative events in each other's country and agreed to firmly safeguard the fruits of the victory in World War II, oppose any retrogressive moves that attempt to change the verdict on colonialism and aggression, and send out the strong message of the times of upholding justice.

During this round of China-Russia strategic security consultation, the two sides compared strategic notes on issues related to Japan and reached strong consensus. China and Russia agreed on the need to firmly safeguard the fruits of the victory in World War II which cost the lives and blood of the people, reject any erroneous remarks and deeds that seek to change the verdict on colonialism and aggression, and firmly push back the attempt to revive Fascism and Japanese militarism. China and Russia share the view that the two countries are committed to their shared responsibility as major countries and permanent members of the UN Security Council to uphold world peace and security and defend the truth of history and international justice. China stands ready to continue the coordination and collaboration with Russia, and resolutely thwart provocations of Japan's far-right forces aimed at undermining regional peace and stability and remilitarizing Japan.
