The First China-Kyrgyzstan Foreign Ministers' Strategic Dialogue Held Successfully in Bishkek

On November 19, 2025 local time, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi held the first strategic dialogue with Kyrgyzstan's Minister of Foreign Affairs Zheenbek Kulubaev in Bishkek. The two sides conducted comprehensive and in-depth communication on implementing the common understandings reached by the two heads of state and further synergizing development strategies, reached broad consensus, and jointly announced the launch of the Foreign Ministers' Strategic Dialogue mechanism between the two countries.
Wang Yi said that under the personal care and effort of President Xi Jinping and President Sadyr Japarov, China and Kyrgyzstan have witnessed continuously consolidated political mutual trust and in-depth development in all-round cooperation. The establishment of the strategic dialogue mechanism is a concrete step to implement the common understandings reached by the two heads of state, which is conducive to further enhancing strategic mutual trust between the two sides, strengthening strategic coordination, and promoting strategic cooperation. China consistently advocates equality among all countries regardless of size, pursues a policy of good-neighborliness and friendship, and always prioritizes its relations with Kyrgyzstan in its neighborhood diplomacy. The remarkable development and changes in Bishkek over just a few years demonstrate that Kyrgyzstan has found a development path suited to its national conditions. China supports Kyrgyzstan in accelerating efforts to achieve national rejuvenation, and China remains the most trustworthy and reliable partner of Kyrgyzstan. The two sides should follow the guidance of the common understandings between the two heads of state, enhance high-level exchanges, pursue common development and shared prosperity, and bring more benefits to the peoples of both countries.
Wang Yi said that the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) deliberated over and adopted the Recommendations for Formulating the 15th Five-Year Plan, providing strategic guidance and top-level design for China's economic and social development in the next five years. China will continue to forge ahead with resolve to realize the Second Centenary Goal of building the country into a great modern socialist country as scheduled. This process will also bring more development opportunities and open up broader space for cooperation for Kyrgyzstan and other countries around the world.
Wang Yi said that jointly building a China-Kyrgyzstan community with a shared future featuring good-neighborliness, friendship, and shared prosperity serves the fundamental interests of both countries and meets the aspirations of the people and the trend of the times. China and Kyrgyzstan have already become a true community of development with a shared future. Bilateral trade has hit record highs for two consecutive years; construction has begun on the Kyrgyz section of the China-Kyrgyzstan-Uzbekistan railway; the Biedieli Port has commenced phased operations; and a new air route was launched recently. All-round cooperation between the two countries continues to enhance. The two sides should further tap into cooperation potential; strengthen the construction and promote the modernization of port infrastructure; and set up a committee on port management cooperation at an early date to facilitate cross-border transport. The two countries should also accelerate negotiations on agreements on trade in services and investment, and actively implement the cooperation agreement on green mineral investment. The two sides should give full play to the role of platforms such as the China Culture Center, Confucius Institutes, and Luban Workshops, and strengthen cooperation in such fields as tourism, poverty reduction, healthcare and education as well as at the sub-national level to consolidate the foundation of public support. The two sides should also reinforce cooperation in countering interference and infiltration, enhance intelligence sharing on counter-terrorism, and combat drug trafficking and transnational organized crime.
Wang Yi said that during the Shanghai Cooperation Organization (SCO) Summit in Tianjin, President Xi Jinping solemnly put forth the Global Governance Initiative, which received Kyrgyzstan's prompt support and positive responses from the international community. China is ready to work with Kyrgyzstan to jointly implement the four major global initiatives proposed by President Xi Jinping, deepen communication and collaboration in international affairs, strengthen such platforms as the SCO and the China-Central Asia mechanism, and enhance coordination and cooperation within the United Nations and other multilateral institutions. China fully supports Kyrgyzstan's work in its role as the SCO rotating presidency and looks forward to Kyrgyzstan's early accession to the International Organization for Mediation (IOMed).
Zheenbek Kulubaev said that China is Kyrgyzstan's good neighbor, good friend, and good partner. President Sadyr Japarov paid a historic visit to China and held three meetings with President Xi Jinping this year, demonstrating the high level of mutual trust between the two sides. Under the strategic guidance of the two heads of state, Kyrgyzstan-China relations have been actively advancing on the basis of equality, respect, mutual benefit and friendship, making important contributions to the stability and development of both countries and the wider region. Kyrgyzstan appreciates China's strong support for its economic and social development and is willing to work with China to build a Kyrgyzstan-China community with a shared future following the direction set by the two heads of state. Kyrgyzstan abides by the one-China principle and will continue to firmly support China on all issues concerning China's core interests, including those related to Xinjiang, Xizang, and Hong Kong.
Zheenbek Kulubaev said that Kyrgyzstan is willing to work with China to advance Belt and Road cooperation, deepen cooperation in various fields such as trade and investment, agriculture and mining, and connectivity, accelerate the construction of the China-Kyrgyzstan-Uzbekistan railway, enhance people-to-people and cultural exchanges, and continuously explore areas of converging interests between both sides. Kyrgyzstan welcomes and is willing to provide a favorable business environment for Chinese enterprises to develop in the country. Facing the complex changes in the international and regional situations, Kyrgyzstan is willing to closely cooperate with China, actively implement the four major global initiatives proposed by President Xi Jinping, strengthen coordination and cooperation at the United Nations, work for greater progress in the China-Central Asia mechanism, and safeguard the common interests of the region as well as international fairness and justice. Building on China's successful hosting of the SCO Tianjin Summit, Kyrgyzstan is committed to fulfilling its role as the rotating presidency of the SCO and hopes to receive strong support from China. Kyrgyzstan will also actively consider joining the IOMed.
After the dialogue, the two sides issued the Joint Statement on the First Strategic Dialogue of the Ministers of Foreign Affairs of the People's Republic of China and the Kyrgyz Republic and signed the Cooperation Program between the Ministries of Foreign Affairs of China and Kyrgyzstan for 2026-2027.
