On the afternoon of November 18, 2025 local time, Premier of the State Council Li Qiang met with Russian President Vladimir Putin at the Kremlin in Moscow.

Li Qiang first conveyed President Xi Jinping's cordial greetings and best wishes to President Vladimir Putin. Li Qiang noted that under the strategic guidance of the two heads of state, the China-Russia comprehensive strategic partnership of coordination for the new era has been growing at a high level. Since the beginning of this year, President Xi Jinping and President Vladimir Putin have met twice, charting the course for the further development of China-Russia relations. In the face of a changing and turbulent international landscape, China is ready to work with Russia to uphold the original aspiration of lasting friendship, strengthen the synergy of development strategies, deepen cooperation in various fields, and achieve more practical results, so as to better serve the development and rejuvenation of the two countries.

Li Qiang stated that China's determination and position on developing mutually beneficial cooperation with Russia have been consistent, and China is ready to further enhance the resilience of cooperation with Russia, consolidate and maintain the steady and sound development momentum of bilateral cooperation. The two sides should jointly host new China-Russia "theme years" at the national level, make good use of people-benefiting policies for "reaching out to each other", including visa-free access, promote better mutual understanding and closer ties between the peoples of the two countries, and consolidate the foundation of people-to-people friendship in bilateral relations. China is ready to continue to work closely with Russia to implement the outcomes of the Shanghai Cooperation Organization (SCO) Tianjin Summit, carry forward the Shanghai Spirit, deepen unity and cooperation, create a model for practicing the Global Governance Initiative, promote high-quality development of the SCO, and make greater contributions to peace and development in the region and the world at large.

Vladimir Putin asked Li Qiang to convey his cordial regards and best wishes to President Xi Jinping, and congratulated the successful convening of the fourth plenary session of the 20th Central Committee of the Communist Party of China. Vladimir Putin expressed his firm belief that under President Xi Jinping's strong leadership, China will successfully achieve the development goals set out in the 15th Five-Year Plan and make more remarkable economic and social development achievements. The Russia-China comprehensive strategic partnership of coordination for the new era is now at its historical height. Russia is willing to maintain close high-level exchanges with China, expand cooperation in economy and trade, energy, agriculture, infrastructure development and other fields, and increase people-to-people exchanges. Russia congratulates China on the successful hosting of the SCO Tianjin Summit, and is ready to further strengthen communication and coordination with China within multilateral frameworks such as the SCO and BRICS, safeguard regional and global peace and stability, and advance common development.
