On 21 November, Foreign Minister Margus Tsahkna met with Sviatlana Tsikhanouskaya, leader of the Belarusian democratic forces, who is visiting Estonia. Tsikhanouskaya also met with Undersecretary for Political Affairs Martin Roger and Undersecretary for Global Affairs Minna Liina Lind. The meetings focused on Estonia's continued support for the Belarusian opposition and on strengthening sanctions against the illegitimately elected leader of Belarus, Alexander Lukashenko, and his regime.

Tsahkna assured Tsikhanouskaya that Estonia is working consistently to ensure that additional sanctions are applied against the Belarusian regime, while at the same time increasing support for the country's democratic forces. "Our priority is to empower the democratic forces so that one day they can return to Belarus and initiate democratic processes there," Tsahkna said.

According to Estonia's assessment, the Belarusian regime is supporting Russia's aggression against Ukraine through various hybrid activities. "Estonia takes hybrid threats very seriously. The launching of balloons into Lithuanian airspace is yet another example of the Belarusian regime's behaviour, which we have seen before. We express our full solidarity with Lithuania, Poland and Latvia, who are most affected by Belarusian hybrid activities," Undersecretary Roger said.

The meeting also covered the release of political prisoners in Belarus, including Estonian citizen and Sviatlana Tsikhanouskaya's husband, Siarhei Tsikhanouski. "Estonia supports the release of all Belarusian political prisoners and emphasises that this must not be achieved by easing sanctions," Undersecretary Lind stated.
