Strengthening Civil-Military Cooperation, exercise ADIN 25 concludes in Italy

MOTTA DI LIVENZA, Italy -- More than 200 personnel from over 20 Allied and Partner Nations trained together from Nov. 24 to Dec. 5, 2025, to strengthen Civil-Military Cooperation (CIMIC) capabilities in a multi-domain environment in northeast Italy.

Exercise ADIN 25, conducted by the Multinational CIMIC Group (MNCG), merged different doctrines, planning cultures and operational perspectives into a shared CIMIC approach. It highlighted the distinctive role of MNCG within the Alliance, integrating both a Command Post phase and a field-based Live Exercise (LIVEX), offering a unique environment where doctrine, training and operational practice evolve together.

The LIVEX saw Tactical CIMIC Teams on the ground across several municipalities in northeast Italy where CIMIC operators engaged with local administrations, institutional representatives and a variety of civilian stakeholders whose roles mirror those found in real operational theatres. These interactions enabled participants to experience first-hand how population needs, territorial vulnerabilities and local governance dynamics can influence military activity in complex, multi-domain scenarios.

"ADIN 25 has demonstrated once again that multinational training is essential for readiness and interoperability. Working together planning, coordinating, and operating in close contact with the civil environment strengthens our collective ability to respond to the demands of modern operations," said MNCG Commander, Colonel Piero Furlane.

This year's edition showcased the added value of a truly multinational framework. Operators from different backgrounds shared methods, compared approaches and built mutual trust, reinforcing the understanding that effective CIMIC action relies on cooperation as much as on technical expertise.
