Strengthening Alliance Readiness: DCOM CABAL Advances Allied Cooperation

Oeiras, Portugal -- In today's ever-evolving security environment, NATO's strength continues to rest on one of its most fundamental principles: unity of purpose. Achieving that unity requires more than shared values—it demands consistent, direct engagement among the Alliance's senior leaders. Regular dialogue at the command level have become indispensable for assessing progress, identifying emerging challenges, and shaping the strategic direction of NATO's collective defence.
Last week, the Allied Command Operations' (ACO) Deputy Commander's Cabal, hosted by Naval Striking and Support Forces NATO (STRIKFORNATO), exemplified the power of that collaboration. The gathering of Deputy Commanders from across the ACO provided an environment tailor-made for open and candid discussion. From operational readiness and force integration to future planning priorities, the conversations were both wide-ranging and pragmatic.
The outcome was unmistakable: a clearer, stronger sense of the path ahead and a renewed commitment to bolstering NATO's ability to secure the Euro-Atlantic area. By bringing senior leaders together in one room, the Cabal ensured that decision-making remains aligned, informed, and ready to meet the challenges of our time.
Reflecting on the value of this dialogue, Adm. Sir Keith Blount KCB OBE, NATO's Deputy Supreme Allied Commander Europe (DSACEUR), who chaired the Cabal, underscored its importance, noting that "regular and direct engagement at the command level is not optional—it is essential. It allows us to assess the progress we have made and to chart, together, the way ahead." The discussions at STRIKFORNATO headquarters in Oeiras, Portugal not only reinforced shared understanding across NATO military commands but also clarified the steps required to maintain momentum in the months ahead.
