
Defence and deterrence on the Eastern Flank, and support for Ukraine - major topics addressed by the allied defence ministers in Brussels

On Wednesday, October 15th, Minister of National Defence, Liviu-Ionuț Moșteanu, participated in the NATO Defence Ministers Meeting held at the NATO Headquarters, in Brussels.
The meeting included two working sessions, the first being held in allied format and dedicated to deterrence and defence, followed by an informal lunch, in the NATO-Ukraine Council format, attended by the EU High Representative, Kaja Kallas, and the Ukrainian Minister of Defence, Denys Shmyhal.
During the North Atlantic Council session, the officials discussed priority issues regarding the implementation of the commitments undertaken at the highest level, on the occasion of the NATO Summit in The Hague, as well as the recent events that affected the security situation on the Allied Eastern Flank, namely the Russian Federation's incursions into the airspace of Romania, Poland and Estonia. In this context, the dignitaries stressed the importance of consultations within Allied framework, following the invocation of Art. 4 of the North Atlantic Treaty, as well as the launch of Eastern Sentry, an operation intended to provide for the security of the entire Eastern Flank.
The talks focused on the progress made in implementing the deterrence and defence posture elements, and established directions for the continued transformation of forces and capabilities, including through an innovative design.
Aspects of NATO's Integrated Air and Missile Defence (IAMD) mission and its implementation framework were also presented, as well as the status of Alliance missions and operations. At the same time, a special attention was paid to the implementation of the NATO Capability Targets / CT25 and the fulfillment of the Allied commitments on defence expenditures by 2035, as agreed at The Hague (5% of GDP), as well as ways to increase the defence industry production capacity.
On this occasion, Minister of National Defence emphasized the constant efforts undertaken at national level, including the legal framework, and reiterated Romania's important role in ensuring security and stability in the Black Sea region and our country's substantial contribution to the consolidation of the Allied Eastern Flank.
"The coordination of our efforts for a credible deterrence and effective defence will remain very important in the coming period. Romania is fully committed to the allied efforts to ensure security and stability on the Allied Eastern Flank. Moreover, given that Romania is one of the allied states affected by numerous incidents of drone airspace violations, we support the development of several initiatives at NATO level in order to provide a collective response to these drones. It is a pragmatic way to counter emerging threats," Minister Moșteanu said.
The second session of discussions, the NATO-Ukraine Council, was dedicated to the support for Ukraine and the ongoing efforts to achieve a just and lasting peace. In this context, the officials enumerated ways to accelerate support for Ukraine through various existing mechanisms, including contributions provided through the Comprehensive Assistance Package/CAP for Ukraine, and through participation in the NATO Security Assistance and Training for Ukraine (NSATU), as well as NATO-EU Cooperation, which is of particular importance.
The Ukraine Defence Contact Group (UDCG) Meeting was also organized and hosted by the British Secretary of Defence, John Healey, and the German Minister of Defence, Boris Pistorius.
