RAF Tornado Support Contract Wins Major Award

Warton, UK - A £942m support and maintenance contract that keeps the RAF’s Tornado fighter fleet flying has won the UK Project of the Year award from the Association for Project Management (APM).

The Availability Transformation: Tornado Aircraft Contract (ATTAC) was awarded to BAE Systems by the UK Ministry of Defence (MOD) in December 2006. Linked to requirements identified in the UK government’s Defence Industrial Strategy (DIS) it provides complete, highly cost-effective support for the RAF Tornado fleet.

In making the award, the APM assessment panel praised the ATTAC project, and the benefits it has achieved for the customer.

Programmes such as ATTAC are crucial to the future delivery of operational output at the front line. The National Audit Office has found that by partnering with industry, the MOD has saved £1.3bn while maintaining Tornado availability levels, thereby reducing the cost per flying hour by 51 per cent. BAE Systems and partner companies in its supply chain have all played a part in delivering this success.

BAE Systems’ Tornado managing director and joint Integrated Project Team (IPT) leader Steve Millward comments: “ ATTAC represents a new way of working and reflects the principles set out in the UK’s DIS. It is a relationship in which both BAE Systems and the UK MoD have transformed their processes and behaviours in order to reflect the move to a new business model, risk profile, roles and responsibilities.

Further underlining BAE Systems’ commitment to engineering excellence, the APM also recognised significant progress made by the Astute class submarine programme. BAE Systems’ Astute first of class project director Stuart Godden was named ‘runner up’ in the Project Manager of the Year category.

This award acknowledges those who have demonstrated outstanding project management skills during 2006/2007, with the focus very much on personal qualities, technical and management capabilities.

Murray Easton, managing director BAE Systems Submarine Solutions says: “The Astute nuclear powered submarine programme presents unique challenges in terms of design and construction plus the management of nuclear technology, sophisticated weapons and sensor systems. Stuart has played a key role in leading a joint BAE Systems, Royal Navy and MoD team, supported by our wider supply chain, in a true ‘one team’ approach.”

Astute class submarines are the first to be designed in a CAD environment and the programme has been compared, in terms of its complexity, to the creation of a space shuttle. It’s power plant is more complex than a power station, but the boats are designed to move in virtual silence, hundreds of metres below the sea.

Once deployed, Astute is designed not to require refuelling throughout her service life, which is in excess of 25 years and to patrol for up to 90 days.

The first of class Astute was named by the Duchess of Cornwall at a ceremony in Barrow, North West England, in June. It is due to be delivered to the UK MoD in autumn 2008.
