Heidelberg AAF is located in Heidelberg, Germany. The fixed wing facilities consist of runway (8-26), three connecting taxiways, a parking apron, and several aircraft parking pads. The runway is 23 m (74 ft) wide and 1,061 m (3,481 ft) long and is provided with 3 m (10 ft) wide Portland cement concrete shoulders on both sides. The taxiways are 12 m (40 ft) wide with 3 m (10 ft ) wide shoulders. The runway is Portland cement concrete (PCC) and the taxiway asphalt concrete (AC). The airfield is situated between the Neckar and Rhine Rivers and farmland surrounds the airfield. The ground surface elevation at the airfield is 109 m (357 ft) above mean sea level and the area surrounding the airfield is relatively flat. The 08 end of the runway is the instrumented end. Instrument approaches include both precision (PAR) and a non-precision (ASR and NDB).

2-228th AVN's A Company is not a European based unit but is a United States Army Reserves unit deployed from NAS Willow Grove JRB (PA). It arrived at Heidelberg in January 1996 to assist European Command with their activities in former Yugoslavia. While the aircraft at Heidelberg belong to the A company, the crews are changed regularly between the different 2-228th AVN companies.

Heidelberg AAF is a non standard airfield. Numerous obstacles are located very near the runway and well within the airfield clear-zones. The airfield is not fenced and has a road crossing the runway approx. 1000' from the approach end of runway 26. These facts present a higher than normal risk of a runway incursion (Pedestrian or Vehicle) then is found at any other Army airfield in USAREUR. Aircrews must use extreme vigilance during operations in and around the Heidelberg AAF.

IAW current USAREUR ODCSOPS policy, all transient Fixed Wing Aircrews are required to review the Heidelberg Army Airfield (HAAF) Hazards Briefing. In order for transient FW aircraft to utilize HAAF, the pilot-in-command (PC) of the transient FW aircraft must receive the HAAF Hazards Briefing and have his/her name logged into the FW Hazards Briefing Book.

During IFR departures Runway 26 is preferred. Obstacles in the vicinity of the WILDE factory (Building, wires and trees) will present a hazard to single engine climb performance of C-12 aircraft. Runway 08 requires 1900-3200m(ceiling better than field VFR Req.) or a 680FNM climb rate to 2200 feet. (11% gradient, or 880 FPM @ 80KTS or 1320 FPM @120 KTS)

The area surrounding Heidelberg AAF also contains a high density of civilian air traffic. This includes powered aircraft, gliders and balloon traffic. Civilian air traffic departing from the Mannheim area utilize the Autobahn to exit the Class D airspace. While they are above the class D airspace for Heidelberg AAF, they still present a considerable hazard to IFR departures from runway 26.

At 900 feet out from the approach end of runway 08 and 140 feet left of centerline there is a group of garden platzs with small structures and fences. At 700 feet out from the approach end, there is an unimproved road crossing the clearzone at an angle. At runway centerline the road intersects another road that is parallel to the runway. This intersecting road provides access to the landing lights in the direction back towards the runway, but in the other direction the road provides access for farming.

At 180 feet out from the approach end, another roadway crosses the clearzone. It crosses at a slight angle to the runway, and appears to provide access to adjacent farmland. It is not uncommon to have Pedestrians very near the end of runway 08. (Especially during weekend operations) Numerous obstacles in the vicinity of the WILDE factory presents a hazard to takeoff from runway 26 and landing traffic for runway 08. Aircrews are cautioned that at the present time the HDM VOR is not monitored. Failure to fix this HDM R169 will lead to unacceptable high rates of descent from the FAP inbound.

At approximately 400 feet in from the 08 approach end of the runway, and 180 feet left from centerline are a number of buildings that appears to be related to farming activities. Associated with this activity, a number of small (1 to 2 foot tall) fir trees have been planted. The government-controlled land at this end of the runway appears to begin 200 feet out from threshold 08 and is approximately 200 feet wide at this point. This 200-foot width continues east down the runway for 1480 feet, where it widens out to accommodate the airfield facilities.

A lager portion of the airfield support infrastructure, on the north side of the runway is in the primary surface. All facilities within 500 feet of the runway centerline violate the primary surface criteria. This means that all structures and parking pads south of a line that runs through building 225, 217, 221, and 211 should be removed. This is substantial portion of the airfield infrastructure. Many of the buildings are obstructions. The PAR facility is located 2600 feet from the 08 end of the runway and is approximately 240 feet left of centerline. The PAR itself is fixed by function and is normally allowed, however the fence surrounding it and the light poles are obstructions. Immediately east of the PAR facility is a fenced area with buildings inside the fence. This area is also approximately 240 feet from runway centerline.

At approximately 2680 feet from the 08 end, the limit of the controlled property narrows back down to two hundred feet wide (100 feet each side of centerline). Grassed area denotes the limit of government controlled property. At a location approximately 3000 feet from the 08 end, a high traffic volume road crosses perpendicular to the runway. Current operational procedures close the runway with gates and traffic lights when the runway is in use. However the gates and traffic lights are too close to the runway. At the 26 approach end of the runway, the property limit varies form 50 feet on the north side to 110 on the south side from the runway end. A road parallels the runway along the north side at a distance of approximately 360 feet from the runway centerline. North of the road numerous structures are present. All of these are within the primary surface of the runway. The runway lighting system uses non-standard light fixtures mounted on high concrete bases.
