Naval Control and Protection of Shipping (NCAPS)

The Naval Control and Protection of Shipping (NCAPS) mission is the efficient management and safe passage of merchant shipping in the Naval Control of Shipping (NCS) region. This mission primarily involves the protection of shipping as required by the operational commander to prevent loss or damage of vessels because of hostile actions. It also requires the deconfliction of merchant vessel sailings/operations, for safety or operational reasons, to preclude interference with naval or other controlled merchant ship activities. The NCAPS mission bridges the interface between operational forces and merchant shipping by providing a framework for communicating directions, advisories, concerns, or information. All elements of the doctrine are designed to support the operational commander in meeting these mission needs.
