Statement by the High Representative on behalf of the EU on the alignment of certain countries concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine

On 23 October 2025, the Council adopted Council Decision (CFSP) 2025/20321.

Council Decision (CFSP) 2025/2032 imposed further restrictions in view of Russia's actions destabilising the situation in Ukraine, among others, constraining Russia's energy revenues through a ban on imports of Russian liquefied natural gas (LNG), a full transaction ban on Rosneft and Gazprom Neft concerning oil and gas imports into the EU, and through the extension of the import ban on a variant of liquefied petroleum gas (LPG). The Decision also imposed restrictive measures on shadow fleet vessels as well as transaction ban against operators enabling Russia's energy revenue streams. The Decision also expanded the transaction ban on additional banks in Russia as well as on third-country banks in Central Asia, and imposed new restrictions on Russia's payment card and fast payment system (Mir and SBP). The Decision also prohibited the use of A5A7 cryptocurrency and introduced prohibitions on the provision of crypto services and certain fintech services. The Decision expanded export restrictions and bans to further disrupt and weaken Russia's military-industrial complex. The Decision also included measures targeting Russia's Special Economic Zones (SEZs), introduced service bans blocking Russian access to advanced digital capabilities and a prohibition on re-insurance services. Finally, the Decision introduced an obligation for Russian diplomats, travelling across the EU beyond their country of accreditation, to inform the relevant EU Member State in advance. EU Member States may impose an authorisation requirement on Russian diplomats for traveling to their territories, based on visas or residence permits issued by another state.

Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Montenegro, North Macedonia, Norway, and Ukraine align themselves with this Council Decision.

They will ensure that their national policies conform to this Council Decision.

The European Union takes note of this commitment and welcomes it.
