European Commission presents report on Ukraine's progress within the 2025 Enlargement Package - best assessment in three years

On 4 November, the European Commission published the Report within the framework of the 2024 European Union Enlargement Package, which includes assessments of the progress achieved by all candidate countries and potential candidates for EU membership. In particular, the Report on Ukraine was presented, with evaluations of reforms across all negotiating chapters and the overall state of the country's preparedness for joining the EU.

"This year's report confirmed that Ukraine has made significant progress on the path to membership in the European Union. We have received the best assessment since 2023, and it reflects the results of systemic reforms implemented despite all the challenges of the war," commented the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka. "We are also grateful to our European colleagues for the recommendations provided, which we are ready to implement thoroughly and in close cooperation with all stakeholders and the European Union."

In this year's Report, within Cluster 1 "Fundamentals," the European Commission noted progress in the areas of justice, freedom and security, and upgraded the assessment of public administration reform, financial control, and compliance with economic criteria.

Within Cluster 2 "Internal Market," a higher assessment was received for the free movement of workers and the level of preparedness in consumer and health protection. The restoration of market surveillance and the transition to sector-specific control in line with European standards were positively highlighted.

Cluster 3 "Competitiveness and Inclusive Growth" was one of the most dynamic areas in 2025: Ukraine achieved substantial progress in six out of eight chapters. This clearly demonstrates Ukraine's potential for rapid implementation of the EU acquis.

Ukraine also demonstrated good progress in the field of environment and climate policy (Cluster 4 "Green Agenda and Sustainable Connectivity"). In particular, the updating of the National Energy and Climate Plan has begun, the reform of the energy supply security system is ongoing, and harmonisation with European policy on trans-European networks is proceeding.

In the context of results within Cluster 5 "Resources, Agriculture and Cohesion Policy," in 2025 Ukraine received a higher overall assessment in Chapter 11 "Agriculture," which is an important outcome of systematic work on adapting Ukraine's agrarian policy.

In the area of external relations (Cluster 6), Ukraine traditionally demonstrates a high degree of alignment with EU policy. The European Commission recorded good progress in Chapter 31, which covers common foreign and security policy. Ukraine ensured 99% alignment with EU positions in foreign policy and sanctions practice, supporting 79 out of 80 EU foreign policy declarations.

The Deputy Prime Minister emphasised that such results were made possible thanks to the joint, coordinated work of the President of Ukraine, the Verkhovna Rada of Ukraine, and the Government.

Taras Kachka also noted that the European Commission confirmed that Ukraine has fulfilled all the prerequisites for opening negotiations with the EU on Clusters 1, 2, and 6. Among the next steps are the implementation of the European Commission's recommendations presented in the 2025 Report, as well as roadmaps on the rule of law, public administration reform, the functioning of democratic institutions, and the Action Plan for the protection of the rights of persons belonging to national minorities (communities) in Ukraine.

As a reminder, the Government is working on the development and subsequent adoption of the National Programme for the Adaptation of Ukrainian Legislation to EU Law (NPAA), which will serve as a comprehensive plan.
