The US House of Representatives July 19 approved a bill prohibiting the President from adopting decisions to restructure or write off Russian debts to the US and requiring the Administration to vote against such steps in the Paris Club as long as the Russian Radioelectronic Center (REC) operates in Cuba. A similar bill is now being considered by the Senate.
Unfortunately, we have to state that certain forces in the US Congress, being guided by anti-Russian and anti-Cuban sentiments, are once again trying to interfere in Russia's relations with third countries and international institutions under far-fetched pretexts. Such an approach is absolutely unacceptable to us.
As regards REC, it plays a noticeable role in monitoring compliance with agreements in the field of strategic offensive weapons and is an important component of the national technical control system. By the way, this has been recognized by the US Administration as well.
