A.I.Savin - Missile Attack Warning System

Another major area of work for the OKB-41 was the creation of ground-based radio-electronic complexes and on-board spacecraft control devices as part of the missile attack warning system, also put into service.

In 1973, the Kometa Central Research Institute (Kometa) was established on the basis of the OKB-41 team, and the general designer and general director until 1999 was A.I. Savin The structure of the Central Scientific Research Institute also included a number of factories, branches and separate divisions. In the 1970s, the Kometa Research Institute developed a system for the operational detection of launches and tracking of the trajectories of intercontinental ballistic missiles emitting a hot plume of the propulsion system in the infrared range.

For outstanding achievements in the creation of new weapons and the strengthening of the defense power of the USSR, by decree of the Presidium of the Supreme Soviet of the USSR in 1976 Savina Anatoly Ivanovich was awarded the title Hero of Socialist Labor with the award of the Order of Lenin and the Serp and Molot gold medal.

In 1979 A.I. Savin became a member of the Academy of Sciences of the USSR, and in 1984 an academician and professor.

In 1979, an NPO was formed on the basis of the Central Research Institute "Kometa", and in 1985 - the Kometa Central Scientific and Production Association (TsNPO). As a result, branches in the Yerevan, Ryazan, Leningrad, Kiev plants, plants in Almaty and Vyshny Volochyok, as well as separate divisions in the Moscow region and Tbilisi were assembled in a single organization around the Central Research Institute "Kometa".

In the 1970s, the team of A.I. Savina developed a system that provides operational detection of launches (single, group and mass) and tracking the trajectories of intercontinental ballistic missiles (ICBMs) by emitting a torch of a propulsion system in the infrared range.

In the opinion of the first commander of the Rocket and Space Defense Forces, Colonel-General Yu.V. Votintsev, the missile attack warning system (EWS), which provided the necessary information base, on the basis of which the modern defense concept of strategic equilibrium was built, was the first among the funds created under the guidance of A.I. Savina: “This system is designed for the timely, highly reliable detection of a nuclear missile strike from any continent, from anywhere in the world’s oceans, with the output of information to the notified control points. This system has become a reliable bridle for any aggressor. She is guaranteed to rule out the possibility of an unexpected meek nuclear attack. ”

On its basis, a global system for detecting launches of ICBMs deployed on airplanes, in land (silo) launchers and submarines was created. For this system, the Central Research Institute "Kometa" developed a broadband radio measuring control complex (RIUK), ground and airborne controls, algorithmic and software.

By 1990, despite the problems with financing during the “perestroika” period, the installation and setup of the equipment at the facilities of the system was completed, the spacecraft were made, and the staffed special analysis analysis programs were completed.

In the first half of the 1990s, 3 satellites were launched into orbit as part of the program. Successfully passing flight design and state tests, the Decree of the President of the Russian Federation of December 25, 1996 adopted the system. Assessing the situation that has arisen in connection with the collapse of the USSR, the General Designer was the General Director of the Central Scientific Industrial Association “Kometa” A.I. Savin developed the concept of maintaining strategic equilibrium in the world on the basis of the global information management systems developed in TsNPO.
