Narrative and Notes
ReliableUsing coded language that made them appear to be students, Atta provided an update on the 9-11 plot and its targets. Binalshibh again reminded Atta of bin Laden's desire to hit the White House; Atta again cautioned this would be difficult and said they would keep the U.S. Capitol as an alternate target. Atta also said the attacks would wait until Congress reconvened during the second week of December.

They also discussed 20th hijacker Mohamed al Kahtani's impending arrival in the United States. He was not allowed entry into the United States.1
