Mohammed Atef contacted Ali Mohamed and asked him to travel to Senegal to scout targets.
Ali Mohamed selected L'Houssaine Kherchtou in Nairobi to travel with him.
The operation was cancelled when Ali Mohamed had to go to the United States.1
