A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.

On 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a "special military operation" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the "Donbass republics" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.

"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." [Judgment of the International Military Tribunal]

The UK Ministry of Defence reported that eight months into the invasion, major elements of Russia's military leadership are increasingly dysfunctional. At the tactical level, there is almost certainly a worsening shortage of capable Russian junior officers to organise and lead newly mobilised reservists.

Eyewitness testimony suggests that the shooting of 11 Russian soldiers near Belgorod by a fellow recruit on 15 October 2022 occurred after an officer's abusive comments towards ethnic minority recruits. Poor lower-level leadership is likely worsening the low morale and poor unit cohesion in many parts of the Russian force.

Four of the five generals with direct operational command of elements of the invasion in February 2022 have now been dismissed. Their replacements have so far done little to improve Russia's battlefield performance. The lack of command continuity will likely be more disruptive than in a Western military because under Russian doctrine the development of plans sits largely with the commander personally, rather than as a collective effort across a broader staff.

The General Staff of the Armed Forces of Ukraine reported that Russia is trying to hold the temporarily captured territories, concentrates its efforts on restraining the actions of the Ukrainian Defense Forces in certain directions, at the same time, it does not stop trying to conduct offensive actions in the Bakhmut and Avdiivka directions. Russia is shelling the positions of Ukrainian troops along the contact line, carrying out engineering equipment of defensive positions and lines in separate directions and conducting aerial reconnaissance. Violating the norms of International Humanitarian Law, the laws and customs of war, it continues to strike critical infrastructure and the homes of the civilian population.

During the current day, Russian forces launched four missile and eleven air strikes, launched more than ten attacks from rocket salvo systems. Russia has once again launched a massive strike with cruise missiles and Iranian strike UAVs on civilian infrastructure in Kyiv, Chernihiv, Vinnytsia, Ivano-Frankivsk, Donetsk, Dnipropetrovsk, Zaporizhzhia, and Mykolaiv oblasts. At night, Russian occupiers also attacked Uman, Cherkasy oblast, and Kobleve, Mykolaiv oblast, with five Iranian-made Shahed-136 unmanned aerial vehicles. All of them were successfully shot down by the Defense Forces of Ukraine.

The situation in the Volyn and Polissya directions has not changed significantly. The Republic of Belarus continues to support the armed aggression of the Russian Federation against Ukraine. During the day, Russian forces used nine "Shahed-136" attack UAVs from the territory of belarus. Eight of them were shot down.

The enemy shelled in other directions:

    in the Siversky direction - from mortars and barrel artillery, within the boundaries of the settlements of Gai and Khrinivka of the Chernihiv oblast;
    in the Slobozhansk direction - from mortars, barrel and jet artillery, in the areas of Vovchanski Khutory, Terny, Krasne, Ohirtseve, Strilecha and Khatne settlements;
    in the Kupyansk direction - from barrel and jet artillery, in the areas of the settlements of Berestov, Dvorichna, Kamianka and Kislivka;
    in the Lyman direction - from mortars, barrel and jet artillery, in the areas of the settlements of Hrekivka, Hryanikyvka, Nadiya, Novoyehorivka, Zarichne, Serebryanka, Terny, Torske and Yampolivka;
    in the Bakhmut direction - from tanks and artillery, in the areas of Andriivka, Bakhmut, Bakhmutske, Bilohorivka, Mayorsk, New York, Opytne, Rozdolivka, Soledar, Spirne and Yakovlivka settlements;
    in the Avdiivka direction - from tanks, mortars, barrel and jet artillery, in the areas of Avdiivka, Berdychi, Pervomaiske, Karlivka, Krasnohorivka, Maryinka, and Novomykhailivka settlements.

Russian forces did not conduct active offensive actions in the Novopavlivskyi, Zaporizhzhia and Yuzhnobuzki directions. Fired in the areas of more than 45 settlements along the entire contact line.

The occupying leadership of the temporarily captured territory of the Zaporizhzhia region organized the so-called inventory of the housing stock and the "census" of the population. The measures are carried out with the aim of finding and alienating the housing of local residents who have left the captured territories.

Replenishment of the losses of units of the russian occupation forces at the expense of prisoners caused additional problems to the command. Thus, recruited servicemen from prisons, after receiving weapons, leave their units and look for an opportunity to return to the territory of the Russian Federation. According to available information, after the damage to the warehouse with ammunition in the Kherson region on October 17 of this year, part of the unit involved in its protection was injured, and the rest managed to escape. rosguard units, under the guise of fighting subversive and intelligence groups, conduct activities to search for deserters.

Russian occupiers continue the practice of forcibly recruiting the local population to carry out fortification works in the area of the city of Kherson, allegedly from among curfew violators and citizens disloyal to the occupation authorities.

Aviation of the Ukrainian Defense Forces carried out ten strikes during the current day. Damage to six areas of concentration of weapons and military equipment, as well as four Russian positions of anti-aircraft missile systems, was confirmed. Air defense units shot down four cruise missiles, one Ka-52 helicopter and thirteen "Shahed-136" UAVs. Soldiers of the missile troops and artillery hit three control points, four areas of concentration of manpower, weapons and military equipment, an electronic warfare station, one bridge and one pontoon crossing of the Russian forces.

President Vladimir Putin during a meeting of the Security Council announced the introduction of martial law in the regions previously annexed to the Russian Federation.

The maximum response level is in effect in the Donetsk and Lugansk People's Republics (DNR and LNR), Zaporozhye and Kherson regions. Headquarters of territorial defense will be created there.

In addition, in the Crimea, Sevastopol, Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk and Rostov regions, a medium level of response has been introduced, which provides for the strengthening of the regime for protecting public order and the most important objects.

Martial law allows the authorities, if necessary, to relocate citizens to safe areas, as well as to take certain restrictive measures against residents.

Against this background, the leadership of the Kherson region continues the previously announced evacuation from some areas. According to Acting Governor Vladimir Saldo, more than 7,000 people left the region on the first day.

The decision to move citizens is connected with the need to protect people on the eve of the expected offensive of the Armed Forces of Ukraine (AFU) and increased shelling from their side. In addition, this should simplify the work of Russian troops, reducing the need to control the safety of the civilian population. At the moment, all the attacks of the nationalists are successfully reflected by the Armed Forces of the Russian Federation.

At the same time, the Armed Forces of Ukraine do not reduce the intensity of fire at the Kakhovskaya HPP. As the head of the administration of the Kakhovka district Vladimir Leontiev told RIA Novosti, the object became the target of missiles several times, but the air defense repulsed the attacks. Also, a Ukrainian drone dropped two explosive devices on Velyka Belozerka, Zaporozhye region. Ammunition fell on the school building.

According to the Ministry of Defense of the Russian Federation, today at about 4 am, the Armed Forces of Ukraine, with the forces of up to two companies, tried to land troops on the left bank of the Kakhovka reservoir and seize the Zaporozhye nuclear power plant. 37 boats and boats participated in the attack. Russian troops repelled the attack, destroying 14 enemy vehicles and 90 military personnel, the rest were dispersed by artillery strikes.

In the Kupyansk direction, the RF Armed Forces delivered strikes against units of the 14th and 92nd mechanized brigades of the Armed Forces of Ukraine, as well as at the places of concentration of foreign mercenaries in the areas of Petropavlovka, Peschanoe and Berestovoye of the Kharkov region. As a result, the losses of the nationalists amounted to more than 40 people, four armored vehicles and three cars.

In addition, in the area of Nikolaev, Novovoskresensky, Bezymenny and Trifonovka of the Kherson region, units of the 60th Infantry, 35th Marine Brigade of the Armed Forces of Ukraine and the formation of mercenaries of the "Foreign Legion" were hit. At least 120 militants, 8 armored vehicles and 12 vehicles were killed.

Human Rights Ombudsman in the Russian Federation Tatyana Moskalkova said that the Ukrainian side did not observe the regime of silence during the recent exchange of prisoners. It is noteworthy that the servicemen who returned to Russia reported being tortured by nationalists.

The situation in Donbass

This information was confirmed in an interview with RIA Novosti by the Ombudsman of the LPR Victoria Serdyukova. According to her, the prisoners were "in inhuman conditions", they recorded traces of physical violence, including stab wounds.

In this regard, all relevant evidence will be transferred to international organizations. Now the returned fighters are receiving the necessary medical and legal assistance.

Meanwhile, the Armed Forces of Ukraine continue shelling the settlements of Donbass. In particular, several districts of Donetsk and Novotroitske were attacked in the afternoon. As a result, a woman died and another person was injured.

Also, about 6 thousand subscribers were left without electricity, the Skochinsky mine was de-energized, in which at that time there were 67 miners. By evening, the DPR leadership reported that they had all been brought to the surface.
