Korean Workers' Party - Party Conference

The Conference [not Congress] of Party Representatives is a platform held between Party Congresses to discuss and decide important issues, including party lines, policies, strategies and tactics. At this time, members of central organs are summoned, and by-elections held to fill vacancies.

1st Conference of Party Representatives : Mar. 3-6, 1958

The 1st Party Conference, Mar. 3-6, 1958, aprpoved the 5-year plans for people’s economy, and focused on reinforcement of party unity, development of Party organization and other issues.

2nd Conference of Party Representatives : Oct. 5-12, 1966

The 2nd Party Conference, Oct. 5-12, 1966, reviewed the current situation and tasks for the party. It identified urgent tasks in building a socialist economy, Party organization and other issues.

2010 - Third Conference of the Workers' Party of Korea

The Conference of the Workers' Party of Korea was held with in Pyongyang on 28 September 2010. Kim Jong Il, general secretary of the WPK and chairman of the National Defence Commission of the DPRK, was present at the Conference. Present there were delegates elected at the meeting of WPK delegates of the Korean People's Army and provincial and political bureaus' meetings of delegates of the WPK. Officials of the party, armed forces and power organs, working people's organizations, ministries and national institutions, servicepersons and officials in the fields of science, education, public health, culture and arts and media attended the Conference as observers.

On 28 September 2010 "General Secretary Kim Jong Il was reelected as general secretary of the Workers' Party of Korea at the conference of the WPK convened at a historic time when a signal turn is being effected in carrying out the revolutionary cause of Juche, the cause of building a thriving socialist nation. The conference solemnly declared internally and externally that Kim Jong Il was reelected as general secretary of the WPK with unanimous will and wishes of all the party members, servicepersons and people of the DPRK as he performed the immortal exploits to shine long in the history of the country and developed the WPK into the party of President Kim Il Sung, ever-victorious Juche-type revolutionary party by wisely leading the revolutionary cause of Juche to victories only with his outstanding idea and uncommon revolutionary practices for half a century since he embarked upon the road of the revolution in his early years. His reelection to the supreme post of the WPK, organizer and guide of all victories of the Korean people, is the highest glory and happiness of millions of party members and servicepersons and people of the DPRK and a great auspicious event of the country and the nation."

Conference of the Workers' Party of Korea also declared that Kim Jong Il, general secretary of the WPK, was reelected as member of the Presidium of the Political Bureau of the C.C., the WPK, member of the Political Bureau of the C.C., the WPK, member of the C.C., the WPK and chairman of the Central Military Commission of the WPK according to the WPK rules and the detailed regulations for the election of the supreme leadership body of the WPK.

The results of organization of the Central Military Commission of the WPK were released. The Central Military Commission of the Workers' Party of Korea is as follows: Chairman Kim Jong Il, Vice-Chairmen Kim Jong Un and Ri Yong Ho and Members Kim Yong Chun, Kim Jong Gak, Kim Myong Guk, Kim Kyong Ok, Kim Won Hong, Jong Myong Do, Ri Pyong Chol, Choe Pu Il, Kim Yong Chol, Yun Jong Rin, Ju Kyu Chang, Choe Sang Ryo, Choe Kyong Song, U Tong Chuk, Choe Ryong Hae and Jang Song Thaek.

The WPK rules were revised to mandate rights to the Conference of Party Representations, regarding the election of members of supreme guiding organs and the authority to revise and supplement the party rules. This revision also stipulated the status of General Secretary, which simultaneously serves as Chairman of the Central Military Commission, and expanded the WPK’s authority, for example, by reinforcing its control over the armed forces. The 3rd Conference of Party Representatives undertook to reshuffle the Political Bureau as well as the Central Committee, Secretariat, and Central Military Commission. This restored the status of WPK elites to a level once enjoyed back when the 6th Party Congress was held in 1980. Accordingly, North Korea is considered to have finally normalized its leadership structure. The WPK’s return to power can be observed on the leader’s platform, as most members and alternate members of the Political Bureau are seen standing within the 20th rank.

2012 - Fourth Conference of the Workers' Party of Korea

Prior to the centennial anniversary of the birth of Kim Il-sung, the 4th Conference of Party Representatives convened on April 11, 2012, and elected Kim Jong-un as First Secretary of the WPK, Chairman of the Central Military Commission, and member of both the Political Bureau and its Standing Committee. The preamble of the WPK rules was revised at this time to include clauses that Kimilsungism and Kimjongilism are to be established as sole guiding doctrines, and promoted in every aspect of society, and that the party work towards achieving feats of the juche revolution under Kim Jong-un’s leadership.

Other notable points in the personnel reshuffle include appointments of Choe Ryong-hae (former Director of KPA’s General Political Bureau) as member of the Political Bureau’s Standing Committee and Vice Chairman of the Central Military Commission, Jang Song-thaek as a member of the Political Bureau, and Kim Kyonghui as member of the Secretariat.
