On 01 July 1999, in an effort to become more competitive, China established ten new state-owned aviation corporations, including splitting AVIC (Aviation Industry of China), which ahd 560,000 employees, into AVIC I and II. AVIC I and II are both cooperators and competitors. AVIC I AND II are equal economic entities authorized by the state to make investments, operating as a state holding company under the direct supervision of the Central Government. The scope of business for AVIC I and AVIC II look similar, but have a different emphasis. Generally speaking, AVIC I focuses on large- and medium-sized aircraft while AVIC II gives priority to feeder aircraft and helicopters.

AVIC II initially owned 54 large- and medium-sized industrial enterprises and 3 scientific research institutes involved in helicopter, airplane, engine and airborne equipment. They control an additional 22 enterprises, institutes and specialized companies including China Aviation Industry Supply and Marketing Corporation and the 50% ownership with AVIC I of CATIC. They employ 210,000 workers, and control assets of 31.5 billion RMB.

By 2003 AVIC II owned 81 subordinate industrial enterprises, research institutes and other organizations (including China National Aero-Tecnnology Import & Export Corporation and China Aviation Industry Supply & Marketing Corporation which have 50% of shares held by AVIC II) and 210,000 employees, The registered capital of AVICII is RMB 12.6 billion,while its total assets is RMB 31.5 billion.

AVIC II manages state-owned assets (including land utilization rights) and shares of invested enterprises; investment, financing and other financial business at home and abroad; military and civil aircraft including helicopters, transporters, trainers, and attackers, UAV and related aviation products and airborne equipment. They also produce automobiles, motorcycles and related engines and parts, textile machinery, pharmaceutical equipment, medical apparatus, environmental protection equipment and other non-aviation products. Services include aircraft leasing, general aviation services, engineering development and design, engineering contracting, real estate development, intermediary service and import and export services.

Approved by the State Council, China Aviation Industry Corporation II is a super large state-owned corporation established on part of enterprises and institutions of the former Aviation Industries of China. It is an investment organization authorized by the State and directly managed by the Central Government.

The aero production developed and produced by the China Aviation Corporation II contains military and civil aerial vehicles such as helicopter, trainer, general aircraft, UAVs etc. and related engines and airborne equipment. Since the establishment of the PRC, its subordinate enterprises have accumulatively produced more than 6,100 of all kinds of aircraft (icluding 660 odd helicopters.) 23,600 odd aeroengines and 10,000 odd tactical missiles, Besides helicoper series as Z-5, Z-8, Z-9 and Z-11 family, and transport series as Y5, Y8, Y11 and Y12 family. AVIC II also developed attacker A5 and its derivatives, trainer K-8, other civil aircraft like N5, as well as UAVs of many types and purposes. Moreover, AVIC II produces minivan and related engines, Inotorcycle, industrial gas turbine andInany other kinds of civil products It also operates businesses as general aviation services, subcontract of aero products, geo-technical exploration and engineering contracting, and real estate development, etc.

The subordinate enterprises of the China Aviation Industry Corporation II manufactured the first aircraft, the first aeroengine and the first coastal defense missile for the new founded P.R. China. Since the reform and opening-up, great improvements has been made in the international cooperation. AVIC II acquired success in many co-developing projects such as the development of K8 aircraft jointly by Pakistan and China, and EC120 helicopter by China, France and Singapore, etc. K8 enjoys broad favorable comments as being the first Chinese aircraft that has made the air display in an international airshow.

Adhering to the policy of combining military and civil production, giving priority to military production, taking civil production as main business, expanding exports and developing economy, AVIC II will sincerely conduct broad economic and technical exchanges with friends of all of domestic and overseas cireles, and especially strengthen its cooperative ties with aviation industries and customers all over the world so as to achieve further mutual development.
