KGB - Organization - 1960

On February 5, 1960, the Central Committee of the CPSU and the Council of Ministers of the USSR adopted a resolution "On Amending the Structure of the State Security Committee under the Council of Ministers of the USSR and its local bodies and reducing their numbers."

Structure of the KGB of the USSR:

  • The 2nd Main Directorate, the 4th, 5th and 6th KGB Directorate under the Council of Ministers of the USSR were united into a single 2nd Main Directorate of the KGB under the Council of Ministers of the USSR;
  • The Department for the Protection of the Diplomatic Corps and External Monitoring of the 2nd Main Directorate merged with the 7th KGB Directorate into the 7th Directorate of the KGB (Protection of the Diplomatic Corps and External Observation) of the KGB under the Council of Ministers of the USSR;
  • The 3rd Main Directorate was transformed into the 3rd KGB Directorate under the Council of Ministers of the USSR;
  • The Investigation Department was transformed into the investigative department of the KGB under the Council of Ministers of the USSR. Corresponding structural changes have occurred in the KGB organs of the union and autonomous republics, in the regions and oblasts.

As a result, the structure of the central apparatus of the KGB was as follows:

  • 1st Main Directorate (intelligence abroad);
  • 2nd Main Directorate (Counterintelligence);
  • 3rd command (military counterintelligence);
  • 7th Directorate (external supervision and protection of the diplomatic corps);
  • 8th Main Administration (cryptography);
  • 9th management (protection of party and government leaders);
  • OTU (Operational and Technical Management);
  • Personnel management;
  • Investigation Department;
  • UAO (Accounting and archive department);
  • GUPV (Main Directorate of Border Troops);
  • Hoz (Economic Management);
  • OPS (Government Communications Division);
  • FPO (Finance and Planning Department);
  • Mobilization department;
  • The KGB Secretariat;
  • Group under the chairman of the KGB to study and summarize the experience of the work of the state security bodies and data about the enemy.
